The Agent said the project meets all of the performance standards. The floats will be
brought up to spec and encapsulated. He noted the current structure is very old and
dilapidated and the new structure will have dramatic improvements for handicap access.
Mr. Costa said they didn't actually do a design for the dingy rack but permitted the area.
The town is going to work with other groups to design the dingy rack. Catherine Laurent is
working with the harbormaster. Their plan is to have a lottery for dingy storage and there
will be signs specifying not to store their dinghies on the salt marsh.
No comments from the public
Motion: Mr. McKay moved to Close and Issue, seconded by Mr. Shaw.
Vote unanimous 4-0
6:24-Lesile A. Wagner Caffyn, 10 Popponesset Island Road. Request to Amend Order
of Conditions DEP File#43-2782. Proposed demolition and replacement of existing
dwelling and construction of patios, covered entry, garage, breezeway, septic system
upgrades and Osprey nesting pole. —AOOC
Resource Areas: Coastal Bank, Land Subject to Coastal Storm Flowage, Salt Marsh,
Coastal Beach, Coastal Dune, Land Under Ocean
Matt Costa, Cape and Island Engineering, represented the applicant. He explained they
had a previous approval to renovate the house and put on an addition. He said they are
now looking at a total raze and rebuild with a change in footprint. He outlined where the old
footprint is and where the new footprint will be. They are moving a little further away from
the tree and eliminated the patio in the back. Their overall impervious area has increased
by 300 square feet. They would like to keep mitigation the same with the osprey nest out on
the spit. If the commission wishes to add more plantings on the bank they would be
agreeable. Alterations to the septic system is the same. They are not moving any closer to
the resource areas.
