Conservation Commission <br /> Minutes of November 10, 2016 <br /> Public Hearings <br /> Mashpee Town Hall <br /> Waquoit Meeting Room <br /> Commissioners Present: Brad Sweet, Thomas O'Neill, Robert Anderson, Dale McKay, <br /> Bud Shaw, John Rogers. <br /> Staff Present: Drew McManus (Conservation Agent) and Judy Daigneault-(Recording <br /> Secretary <br /> CALL MEETING TO ORDER: 6.•55 p.m. <br /> The meeting was called to order with a quorum by Chairman Brad Sweet at 5:55 p.m. <br /> There was no public comment <br /> PREIPOST-HEARING AGENDA: <br /> Minutes: Approve October 27, 2016 Minutes <br /> Motion: Mr. O'Neill moved to approve the October 27, 2016 minutes, seconded by <br /> Mr. Anderson. Vote 3-0-3 with Mr. McKay, Mr. Rogers and Mr. Shaw abstaining. <br /> Update: Surveying services for Noisy Hole CA encroachment. <br /> The Agent spoke about a possible encroachment situation in the subdivision that backs <br /> up to the Noisy Hole conservation area. He said he followed up and decided to engage <br /> in surveying services. He put together an RFP for surveying services to 5 surveying <br /> companies. Cape and Islands Engineering had the lowest bid and will be going out to <br /> the two properties. Their fee is $900 which will come out of our land and maintenance <br /> account. If it is found an encroachment did take place, he will seek further guidance <br /> from town counsel. It will be determined what permanent markers will be used in <br /> marking the boundaries. <br /> HEARINGS: <br /> 6:00 Peter V. and Rosana P. Chow 7 Bight Circle. Proposed hardscape and <br /> landscape alterations. RDA <br /> Resource Area: Buffer Zone to Coastal Bank, LSCSF <br /> Robert Cummings, C3 Design and Landscape, represented the applicants. He <br /> explained the project was to install an 18 by 25 blue stone patio with sitting walls and a <br /> back wall above the current grade. The Agent noted the lot on a photo and explained <br /> the resource area is a buffer zone to a coastal bank. He noted there wasn't anything <br /> associated with the project that will have an adverse impact on the coastal bank <br /> because it is armored and is not a sediment source. He recommended a negative <br /> determination <br /> 1 <br />
