Environmental Oversight Committee <br /> Minutes <br /> February 10, 2016 <br /> ACTION ITEMS UPDATE <br /> Mashpee CWMP <br /> Moonakis River Hydrodynamic Study by SMAST Update: No Report <br /> Permeable Reactive Barriers Test Site Mashpee River Road—Update: <br /> The Environmental Protection Agency (EPA) has selected locations in five Cape communities as <br /> possible site locations for underground barriers to capture nitrogen before it pollutes the bays, <br /> ponds, rivers or coastal estuaries_ <br /> With federal funding monitoring wells are being installed and towns are expected to secure the <br /> data from this screening. In the Town of Mashpee, a site down-gradient from the transfer station <br /> off Old Meetinghouse Road has been selected as a test site location. <br /> Mr. York indicated there are variations used to filter the nitrogen. This includes using reactive <br /> material such as wood chips, or iron filings to intercept and mitigate nitrogen in a passive <br /> denitrification process. However, it was explained that implementation can be problematic if <br /> there are obstructions such as homes that would intercept the groundwater flow. <br /> This action is a component of the wastewater management plan. <br /> Estuai_� Restoration/Shellfish„Propagation—Update: <br /> At the October 2015 Town Meeting, the creation of position of Water Quality Control <br /> Monitoring Technician was funded. In response to advertisement there are seventeen candidates <br /> being considered. <br /> Mr. York is working with the Town Manager in planning the implementation of the Natural <br /> Resources Department for this year in addition to developing a five-year scenario. Selectman <br /> Gottlieb is also assisting in the planning process. <br /> As previously noted Mr. York intends to grow seed in phases and envisions full implementation <br /> of the program in approximately three years. The benefits and cost savings of this project was <br /> briefly reviewed. It was noted the Town is highly supportive of this project. <br /> Fertilizer Bylaw and MDAR State-wide Plant Nutrient Re lations: Update: No report. <br /> Pond& Estuary Water Quality Monitoring Update: <br /> Monitoring is continuing on a year round basis. The algae bloom remains visible and is an <br /> attributed symptom of nitrogen loading. <br /> A <br />
