Director, for their input. He noted there is a lot of evidence the bags interfere with single
stream equipment and suggested the term"biodegradable" be avoided.
ACTION ITEMS UPDATE
Mashpee CWMP:
Moonakis River Hydrodynamic Study by SMAST: Update
Mr. Gottlieb reported he just finished writing a grant agreement between Falmouth and
the County. Everyone has agreed to pay their share and the contract now needs to be
signed at the County level and then by Falmouth. He said realistically the study could
begin on June 1 which is a two year study. The Chair noted the Mashpee Environmental
Coalition sent off their$500 check and the Citizens of the Protection of Waquoit Bay
chipped in $2,500. The study is to explore the flushing of the river to see if the opening
up of Moonakis River and Waquoit Bay would have any impact on nitrogen reduction by
increasing the flow and to see if there is any potential for shellfish habitat. The Chair
commented according to Matt Patrick this was caused by Falmouth when they did some
improvements on the bridge. The Citizens of the Protection of Waquoit Bay funded '/a,
Mashpee 1/4, Water Quality Collaborative 1/2.
Town Manager Rodney Collins entered the meeting.
Permeable Reactive Barriers Test Site Mashpee River Road—Update
No Report
Estuary Restoration/Shellfish Propagation—Update
Mr. Gottlieb stated Rick York ordered the seed. They went from a plan to do larger 1
inch seed that would get distributed right into the habitat to an upweller based system. It
is more labor intensive but one third the price. As far as the new positions are concerned,
Selectman Gottlieb stated they interviewed and have made a recommendation to the
Police Chief for the Water Quality Tech. The waterways assistant position has been
posted and we have an article on the special town meeting warrant to consolidate and
create a Department of Natural Resources and taking the harbormaster, shellfish officer
and assistants out of the police department and putting them in DNR and creating a
Director's position. If passed, there is an article to fund the Department of Natural
Resources in the annual town meeting.
The Chair informed the members that he contacted Tru Green to let them know they are
in violation of the Nitrogen Control Bylaw. Drew McManus is going to send them the
same notice we sent Cape Cod Landscape Association thru the mail certified receipt. He
said he had the driver call the branch manager to tell him he was in violation,
