The Chair spoke about the notice regarding the Nitrogen Control Bylaw that was sent out
to the Cape Cod Landscape Association and that they sent it on to their members within
one hour. We sent the same email to the Town Manager, the Conservation Department
and to the Board of Health and commented Kalliope Egloff wasn't aware the bylaw was
approved. He offered to meet with the Board of Health and the Conservation
Commission to talk about enforcement and if they need assistance. Mr. Collins said the
Health Department is concerned about being able to provide resources for the purpose of
enforcement. He said when there is an obvious problem where somebody witnessed
something that took place and can come up with a date and time and the vendor who was
involved, it is very easy to take care of the enforcement action on the bylaw because it is
in existence. The Chair said he caught the person who was doing the fertilizer
application and stopped and told him he is the Chair of the EOC and asked can he
develop evidence and take it back to the Board of Health and get an enforcement action
against them based on the evidence he provides. The Chair said this is what he wants to
talk to Board of Health about. He has been sending the Board of Health information to
try to keep them in the loop. He said when the word gets out that there is enforcement
action taking place the word will spread. People will eventually catch on that this is the
right thing to do,
Quashnet River Restoration
Ms Cadoret stated the Conservation Agent couldn't be here this evening—he will send an
email updating everyone next week.
Farley Bog-will be on the agenda next month.
We have a special report from the Conservation Department and will be on the agenda
next month.
Herring Run Program Training
Ms. Cadoret stated the training went very well. Sam Houghton had put an article in the
Mashpee Enterprise which brought out more volunteers. They reached out to the Tribes
and some of their volunteers were at the training. She is working on the doodle pole to
set up the scheduling for Mashpee, Quashnet and Santuit Fish Ladders. She and the
Conservation Agent are getting them in good working order. The Mashpee River was
dredged at the mouth. We did some clearing out at the John's Pond fish ladder. As soon
as the season takes off we are prepared for it. The Chair noted it was a huge help that she
was assisting the Agent with this project.
Land Stewards Program
Ms. Cadoret said she had an AmeriCorps work day on Monday. They did work on the
pollinator gardens and cleared out some debris and reinstalled the pollinator boxes and
signage. The next step is to get mulch from DPW and spread it and Mary Kay from the
friends group has some plants she would like to add. The Chair said he would like to
