MASIIPEE ENVIRONMENTAL OVERSIGHT COMMIT'T'EE <br /> MEETING MINUTES <br /> MAY 11,2016 6:30 P.M. <br /> MASHPEE TOWN HALL <br /> OCKWAY MEETING ROOM <br /> Present: Michael Talbot, Dale McKay, Joseph Cummings, Katelyn Cadoret <br /> Absent: Andrew McManus,Andrew Gottlieb, Rick York <br /> The meeting was called to order by Chairman Michael Talbot @ 6:45 p.m. <br /> Approval of Minutes <br /> April 11,2016 <br /> Motion: Mr. McKay moved to approve the April 11,2016 minutes, seconded by Mr. <br /> Cummings. Vote 3-0-1 with Katelyn Cadoret abstaining. <br /> COMMUNICATIONS AND CORRESPONDENCE <br /> Nome <br /> NEW BUSINESS <br /> Develop Draft Bylaw on Single User Plastic Bag <br /> Katelyn Cadoret distributed a draft Bylaw on Single User Plastic Bags. She noted she researched <br /> similar bylaws from other tows. Barnstable's compliance date is September 3, 2016 and <br /> Falmouth's bylaw went into effect on March 1, 2016 and Sandwich is working on their bylaw. <br /> There was a discussion as to when Mashpee's bylaw should go into effect. The bylaw also has <br /> to be approved by the Attorney General. It was suggested Mashpee's compliance date be <br /> December 2017. <br /> The members reviewed the definitions portion. <br /> Mr. Talbot noted Stop and Shop is now selling reusable bags for$.10 per bag and asked are we <br /> going to accept these bags as an alternative. It was decided to do some research on these bags <br /> and whether or not it fulfills EOC's goal. <br /> There was a discussion on the enforcement: police officers, enforcement officers, Agents of the <br /> Board of Health. In Mashpee it may be the Agents of the Board of Health or enforcement <br /> officers and the Conservation Commission or whoever they designate. <br />
