The meeting was called to order by the chairperson at 6:00 PM. A quorum was declared with the <br /> following members present: Fran Laporte, Melissa Phillips, Jill Allen, Richard Halpern and Kevin Shackett. <br /> Also in attendance: Leila Botsford, Executive Director. <br /> SECRETARY'S REPORT: Minutes for the regular meeting held on June 9, 2016 were mailed to <br /> members before the meeting. A motion was made by Jill Allen and seconded by Richard Halpern <br /> to accept the minutes as presented. The motion was adopted. <br /> TREASURER'S REPORT: <br /> Budget to Actual Report: Mrs. Botsford reviewed the Budget to Actual Report prepared by the Fee <br /> Accountant for period ended July 31, 2016. These figures are based on budget amounts for last year, as <br /> Budget Guidelines have not yet come out for Fiscal Year 2017. Mrs. Botsford reviewed the report and <br /> explained any discrepancies. <br /> Accounts Payables: Mrs. Botsford presented the warrants for review and signature. The warrants for <br /> signature tonight are for the months of June &July 2016 and total as follows; For June - $36,797.90 for <br /> 4001, $4,064.00 for Section 8, $44,716.00 for MRVP, $35,286.34 for Asher's Path Apartments, $1,579.52 <br /> for HAP, and $9,774.76 for Great Cove Community. For July - $79,464.41 for 4001, $3,735.00 for Section <br /> 8, $41,012.00 for MRVP, $36,519.48 for Asher's Path Apartments, $2,193.08 for HAP, and $9251.41 for <br /> Great Cove Community. <br /> Mrs. Botsford reported that we have rents paid in full at all developments except a $1 balance for one <br /> Homeyer Village resident. We are 100% occupied at all properties except 1 at Homeyer Village, which <br /> we expect to have ready by early September. This unit required extensive work, as the previous resident <br /> had an incontinence problem. A company was called in to handle removal of the carpet, since Mrs. <br /> Botsford didn't want maintenance to have to handle it. A motion was made by Jill Allen and <br /> seconded by Kevin Shackett to accept the Treasurer's Report as presented. The motion was <br /> adopted. <br /> EXECUTIVE DIRECTOR'S REPORT&UPDATES: <br /> Mrs. Botsford stated she had mailed her reports for June and July and had the following additions: <br /> • I have been elected as vice-president for SMEDA (South Eastern Massachusetts Executive <br /> Director's Association) <br /> • I've been re-appointed to Housing Committee, a MassNAHRO committee that meets with DHCD <br /> monthly. <br /> • I have also been added to the MassNAHRO Professional Development/Member Services <br /> committee. This committee plans the conferences and workshops. <br /> OLD BUSINESS: - none <br /> NEW BUSINESS: <br /> a) Maintenance Charges Policy: Mrs. Botsford explained to the board that there are frequent lock <br /> outs (mostly at Asher's Path)that require Vincent to come in on weekends and nights. The <br /> amount we have to pay for overtime ($48.07) does not even cover the current lock-out fee which <br /> is $25.00. Despite reminders to residents to hide a spare key or give one to a trusted neighbor, <br /> friend, or family member, the lock outs continue to be about 4 times a month. Mrs. Botsford <br /> requests that the board consider changing the Maintenance Charges Policy as it relates to lock <br /> out fees. A discussion was had and a motion was made by Richard Halpern and seconded <br /> Page 2 of 4 <br />
