by Jill Allen to change the Maintenance Charges Policy to reflect a $40 lock-out fee for <br /> nights, weekends, and holidays plus anytime out of the regular work hours(8AM to <br /> 4PM) and a $25 fee for lock-outs that happen during regular business hours. The <br /> motion was adopted. Mrs. Botsford will notify all residents of this change as soon as possible. <br /> b) Designated Smoking Areas: Mrs. Botsford explained to the board that the neighbors in the area <br /> of Asher's Path are quite upset and complaining about the loitering just off the property on the <br /> street leading into their development. In addition, at Homeyer Village, residents are always <br /> congregating just off the property at the entrance which is a hazard and an eyesore. Mrs. <br /> Botsford requested that the board consider amending the Smoke Free Policy to allow for <br /> designated smoking areas on the properties. A short discussion ensued and a motion was <br /> made by Richard Halpern and seconded by Kevin Shackett to amend the Smoke Free <br /> Housing Policy to add that the Executive Director has the authority to designate <br /> specific areas on the properties as smoking areas.The motion was adopted. Mrs. <br /> Botsford thanked the board and will work with maintenance to install areas. <br /> c) Write off for FY 2016 $1,250.50: Mrs. Botsford requested board approval to write of$1,250.50 <br /> for a resident that moved out two years ago and that we are unable to locate and address for. It <br /> is believed the resident is homeless. A motion was made by Kevin Shackett and seconded <br /> by Richard Halpern to approve the write off in the amount of$1,250.50 and mark as <br /> uncollectable. The motion was adopted. <br /> d) Brewster request for management fee increase: Mrs. Botsford stated that it was time to request <br /> an increase in management fee if we wanted to, as it would be effective September 1. A letter <br /> was drafted, from the chairperson, to request a 4% increase. There being no opposition to it, <br /> Mr. Laporte signed the letter and Mrs. Botsford will deliver to the Brewster board at their meeting <br /> next week. <br /> e) RCAT_fRegional Capital Assistance Team) Advisory board member_no.urinations: Mrs. Botsford <br /> reviewed the information in DHCD's Public Housing Notice 2016-19 and asked if anyone was <br /> interested in being nominated. Ms. Phillips expressed an interest and the board agreed to submit <br /> the nomination. Mrs. Botsford will submit the nomination as soon as possible. <br /> f) Little Free Library/Literacy Program: Mrs. Botsford shared a hand out with the board for an idea <br /> she has to promote reading in our family developments. Our elderly sites already have lending <br /> libraries, but there is no place for one at the family sites. A Little Free Library is a small structure <br /> that resembles a house and is installed on a post in the ground. The idea is that people can <br /> share books there. The one Mrs. Botsford has in mind comes with $200 worth of free books to <br /> start. Dedham Housing Authority has added one and the MassNAHRO president is encouraging <br /> more housing authorities to do it. In addition to this, Mrs. Botsford would like to have a children's <br /> book library in the office and if a child from one of our developments brings in their report card, <br /> they can pick a new book to take home. The $600.00 fee we receive annually for monitoring <br /> Bridges of Mashpee could cover the costs involved. The board loved the idea and a motion was <br /> made by Jill Allen and seconded by Richard Halpern to approve the installation of a <br /> Little Free Library and the implementing of the literacy program up to $600.00. The <br /> motion was adopted. <br /> OTHER BUSINESS: Mr. Halpern brought up the subject of the Land in Trust issue that is happening <br /> with the Wampanoag Tribe. He stated that things are getting complicated and if they want to move <br /> forward with development of their housing units, perhaps we can offer to assist. A short discussion <br /> ensued and all agreed that it would be good to offer our assistance and property management services <br /> once the housing is built, given Mrs. Botsford has Tax Credit Certification and tax credit would most likely <br /> be used for financing. Ms. Phillips will get in touch with Mrs. Botsford about whom to request a meeting <br /> with at the tribe. <br /> Page 3 of 4 <br />
