Budzet Report–Dawn Thayer,Finance Director <br /> Dawn Thayer advised the Department of Revenue has issued guidelines on changes in how Accounting is to be <br /> done regarding cable funding to the Town. bunds go into a special fund—not into the general fund. Mashpee <br /> already did this, but now no longer allowing us to do as a-revolving account. Money is separated and put into its <br /> own account. We have to now go to Town Meeting and appropriate budget,but you have to have funds in the <br /> account in order to appropriate funds. Therefore,Town had to front-load the account. Dawn said that is how it will <br /> operate—must have appropriation at Annual Town Meeting for the following year's budget. <br /> Dawn provided FY 2017 Cable Fund Estimated Expenditures spreadsheet; she said she took estimate from past <br /> years to get estimate for 2017. Dawn said if funding increased,then would go to May Town Meeting to <br /> appropriate; if less funding comes in,then appropriation has to be decreased. <br /> Andrew Eliason noted that MCAT used to have an excel spreadsheet that was easier to read than report now <br /> generated. Dawn said she can provide a simple report for MCAT Board. David DelVecchio suggested to scan <br /> invoice and match those up to Munis report. David volunteered to do the scanning Dan Riley said data is hers-- <br /> don't need to recreate the process. . Dawn said she will email some samples of different reports. <br /> Dawn noted that because of expenditures restrictions,there will probably be more communication between Finance <br /> Director and MCAT Board. <br /> Mashpee Community TV <br /> Bill Nay provided an update on Mashpee TV that was presented to the Board of Selectmen last January. Copy of <br /> the update is attached to the printed set of these minutes. <br /> Andrew asked 2 questions: <br /> (1) Why is Town Meeting not done on the government channel 18? <br /> (2) Why lack of sound at one microphone during broadcasting of last meeting? This is distressing to those <br /> watching the broadcast. <br /> Bill Nay responded that as to question(1),broadcast being done out of the school and that's channel 22 so they <br /> send signal out and are doing broadcast out of Channel 99 Bill said he would like to have signals going directly to <br /> Mashpee TV studio, as well as High School,so we wouldn't need all those modulators. <br /> As to question(2), Bill explained they set-up and checked everything out hours before the meeting. During the <br /> broadcast they discovered the one wireless MTC was just connected to the gym so everyone in the gym heard okay, <br /> but didn't broadcast. Wayne Taylor noted that for future meetings they are taking a wired MIC from Finance table <br /> and putting the wired MIC in place of the wireless one. <br /> Andrew Eliason suggested if something comes up and looks like an improvement to the system,Bill Nay sbold <br /> come to MCAT to review. <br /> High Definition discussion <br /> Bill Nay again stated that OpenCape fiber optics does not come to Masbpec TV. Wayne Taylor commented that <br /> Mashpee TV is the media of the Town. Dan Riley said he thought under the grant OpenCape was to give this <br /> access. David Dc]Vecchio said"no"the grant covered Municipals/schools/library/policesnot industrial. David <br /> said CapeNet put in the infrastructure for Town Hall/Schools, etc. <br /> Bill Nay said Mashpee TV could be an"anchor"station and could be considered an"anchor institution"of the <br /> Town. <br /> 2 <br />
