4 <br /> Finance Committee <br /> Minutes <br /> March 31,2016 <br /> NEW BUSINESS: <br /> M4y 2016 Town Meeting Warrpt Final Review: <br /> Annual Town Meeting Warrant: Article#9—Cha ter 90 Local Trans ortation Aid: <br /> The article authorizes the use of Chapter 90 funds which will be 100%reimbursed by the <br /> Commonwealth of Massachusetts, The article verbiage was approved by Town Counsel to raise <br /> and appropriate,borrow or transfer from available funds a sum of money based on the Town's <br /> allocated share of the Chapter 90 local transportation aid to provide for road improvement <br /> projects under the Chapter 90 program. It was noted the funds shall be determined by the State <br /> formula when it is obtained, and the Town shall borrow only what is allocated in the FYI <br /> Chapter 90 program. <br /> Motion made by Mr, Richardson to support Annual Town Meeting Article#9 as presented. <br /> Motion seconded by Mrs. Cook. <br /> VOTE: Unanimous. 6-4. <br /> Roll Call Vote: <br /> Mr.Avis,yes Mr.DelPonte,yes Mrs. Cook,yes <br /> Mr. Klenert,yes Mr.Richardson,yes Mr. Pettengill,yes <br /> Opposed, none <br /> Finalize Draft Re art of the Finance Committee for Mqy 2016 Town Meeting: <br /> To adhere to posting requirements,the Finance Committee reviewed the Report of the Finance <br /> Committee in detail to ensure its accuracy and completion before the document is published and <br /> disseminated to registered households in the Town of Mashpee. <br /> At the last meeting,the Finance Committee voted 5-0 with 2 members absent to not recommend <br /> Special Town Meeting Article#5 proposed to fund the continuation of the Mashpee Housing <br /> Assistance Program. The three-year program was previously funded by the Community <br /> Preservation Act in 2012 for$300,000. <br /> With respect to Article#5, it was noted the Board of Selectmen took action by a vote of 3-2 to <br /> support the placement of the article on the Special Town Meeting warrant with a <br /> recommendation to be made at the May Special Town Meeting. <br /> Rodney C. Collins, Town Manager indicated there has been concern by the Board of Selectmen <br /> with respect to transparency, checks and balances,the purposes of the funding and how the funds <br /> are earmarked. Although there was a sample breakdown of the process submitted by the <br /> Mashpee Housing Authority,there is frustration to the lack of details. <br />
