5 <br /> Finance Committee <br /> Minutes <br /> March 31, 2016 <br /> NEW BUSINESS: <br /> Finalize Dr ft Report of the Finance Committee for May 2016 Town Meeting: (continued) <br /> With respect to the Housing Assistance Program, Rodney C. Collins indicated the Mashpee <br /> Housing Authority is not authorized to provide all of the details to the Town in the matter of <br /> confidentiality. <br /> It was reported the Board of Selectmen are also concerned that Ms. Botsford,the Executive <br /> Director of the Mashpee Housing Authority is solely determining the decisions for this program. <br /> It was noted the Housing Authority Board does not wish to be involved in making decisions for <br /> this process. In the matter of transparency and for checks and balances,the Board of Selectmen <br /> recommended the Human Services Director be involved in the program. This procedure would <br /> require the Human Services Director to sign off on all applications with confidentiality. A <br /> development of a Memorandum of Understanding is also a necessary component if this platform <br /> were to be followed. <br /> Rodney C. Collins, Town Manager indicated there are strong sentiments, and valid points on <br /> both sides,but there are too many uncertainties at this time. <br /> With regards to Petition Articles 421 and#22 it was disclosed the Board of Selectmen have taken <br /> no position. The Board of Selectmen voted unanimously to make a recommendation at Town <br /> Meeting. <br /> It was agreed the articles are complex and have a possible financial impact to the Town of <br /> Mashpee. If the petition articles were passed on Town Meeting floor the articles are <br /> unenforceable, as they cannot direct the Board of Selectmen to take this course of action. <br /> Article#21 proposes to see if the Town will vote to direct the Board of Selectmen to place the <br /> following question on the next election ballot,"Shall the residents of the Town of Mashpee <br /> petition the Town Selectmen and the Tribe to enter into meaningful and timely inter- <br /> governmental consultations and coordination of land use, land use planning,transportation <br /> planning, environmental impacts on projects,the development of municipal regulations,policies, <br /> and plans that significantly or uniquely affect the federally recognized tribe of the Mashpee <br /> Wampanoag, and to provide effective mechanisms for just and fair redress for any such <br /> activities, and to take appropriate measures to mitigate adverse environmental,economic, social, <br /> cultural or spiritual and religious impact?" <br />
