4 <br /> Finance Committee <br /> Minutes <br /> September 15, 2016 <br /> Article 19—50' Set Back Eliminate the Re wire ent: <br /> The Town Planner indicated this amendment is intended to eliminate a zoning requirement for a <br /> 50' setback from water and wetlands, as it duplicates a similar requirement in place under the <br /> Town's wetlands regulations. <br /> Article 20—To Remove the Reguirement for a 50' Wooded.Buffer: <br /> This article would remove the requirement for a 50' wide natural wooded buffer at the front of <br /> commercial lots along Route 28,Route 151, Great Neck Road South and Great Neck Road North <br /> in the C-1 Commercial Zoning District. Mr. Fudala indicated the intent of this article is to <br /> eliminate the buffer requirement in the areas around the Rotary, Deer Crossing, and South Cape <br /> Village, etc. The article was considered as a result of meetings held with representation from <br /> Mashpee Commons, LLP regarding their future plans, and a Selectman member who presented <br /> this concern to the board as buffer requirements tend to eliminate or discourage businesses from <br /> operating in Mashpee. <br /> Article 21 —To reduce rear& side,setbacks in the R-5 Residential Zoning District: <br /> The zoning amendment is intended to reduce side and rear setbacks in the R-5 residential zoning <br /> district from 25' to 15' to make them consistent with the same requirements in the R-3 <br /> residential zoning district and to reduce the number of potential variance requests in the R-5 <br /> district. Mr. Fudala explained the bylaw modification will eliminate the disparity. <br /> It was announced the Planning Board will hold a Public Hearing on October 5,2016 on the <br /> Zoning Articles proposed for the October Town Meeting warrant. <br /> CPC Articles 7 througlt 13:. <br /> Ed Larkin, a member of the Community Preservation Committee reviewed several CPA Articles <br /> proposed for the October warrant. The project proposals identify $581,000 in Community <br /> Preservation Act funding for projects which include the reconstruction of the Middle/High <br /> School tennis and basketball courts, improvements to the K.C. Coombs School playground and <br /> the Quashnet School playground. Correspondence was received from Catherine Laurent, <br /> Director of Public Works dated September 15, 2016 providing information with respect to the <br /> school projects identified for improvement. <br /> When asked about the financial stability of the Community Preservation Committee,Mr. Larkin <br /> indicated the CPC is on solid ground and is in a sound financial position to settle debt obligations <br /> in fiscal year 2020. Mr. Larkin stated the CPC has remained fiscally responsible and <br /> conservative over the years. In the year 2020,the Town would have the ability to make the <br /> decision to maintain the current status of the CPC or opt to disengage from the program. <br />
