3
Finance Committee
Minutes
December 15,2016
In response to the comments made by Mr. Klenert who was absent for the last meeting,
Chairman Avis indicated the purpose of the financial document was to review and consider the
long term financial plan for the Town of Mashpee. There is concern to not over-burden the
taxpayer while maintaining affordability in terms of living, working and enjoying the Town of
Mashpee. Mr. Avis noted the Town Manager also resides in Mashpee, and stated the due
diligence is in this room with the Town Manager and his Financial Team. It was explained the
financial issue is deemed problematic in fiscal year 2022, and there is a need to plan today to
ensure the town does not run into the cliff." And fiu-ther,Mr. Avis stated it would be fiscally
irresponsible if the town was to rubber stamp all expenditures.
In considering additional growth revenues Mir.Klenert added there is a lot of restrictive
conservation land in the Town of Mashpee. The town is dependent on growth and build-out is
forthcoming. There is also a governmental division between the Town and Tribe. How the two
entities will work together is everyone's guess, but remains a concern.
Liaison Assignments:
The Liaison Assignment List for the remainder of 2016 through 2017 was read aloud into the
record. It was agreed the new Finance Committee appointee would be assigned to the Town
Clerk and Human Resources. When the appointment is made, the list will be reconsidered.
Chris Avis David DelPonte 0pen
Waterways Building Town Clerk
Planning CPC Human Resources
Selectmen Schools
Oskar Klenert Sylvester Ryan Mike Richardson
DPW Accounting Planning
Board of Health Assessing Library
Sewer Recreation Conservation
Police
Fire
Jeffrey Pettengill Human Services
CIP
Treasurer/Tax Collector
Council on Aging
Cemetery
Information Technology
