Mashpee Planning and Construction Committee <br /> Minutes of Meeting Held Wednesday,June 1,2016 <br /> Mashpee DPW,350 Meetinghouse Road <br /> Committee Members Present: Steve Cook,Irving Goldberg, and Joe Brait. <br /> Absent: Geoff Gorman. <br /> Also Present: Catherine Laurent,DPW <br /> Patricia DeBoer,Interim Superintendent of Schools <br /> Paul Funk,Business Administrator of Schools <br /> Audience: Sam Houghton—Mashpce Enterprise <br /> Chairman Steve Cook called the meeting to order at 4:30 p.m. <br /> Approval of Minutes <br /> Irving Goldberg motioned to accept the minutes of the Meeting of November 21,2013;Joe Brait <br /> seconded the motion. <br /> Vote: 3 Yes. <br /> Steve Cook,yes. Irving Goldberg,yes. <br /> Joe Brait,yes. <br /> New Business <br /> Capital Improvement Projects—FY17-FY21 <br /> Catherine Laurent reported that the Town is looking at securing another bond for building improvement, <br /> as well as wastewater project. Catherine prepared a 5-year capital budget. The Finance Director advised <br /> that now they would like to look at a 10-year plan so Catherine added some projects at the bottom of page <br /> 3 that go beyond the five-year estimate. The projects were prioritized on the list and the Committee <br /> reviewed each item line by line. Some comments made include the following: <br /> PC-1 —Replace Flooring...Not under the bond;this is a regular CIP budget item. <br /> PC-2—HVAC Replacement at Coombs...Received grant from Green Communities which will be funding <br /> most of the work. Last thing will be installing energy management system(EMS). Want to put in control <br /> to manage EMS system and$180,000 has been budgeted for that. <br /> PC-3—Replace Generator at Quashnet...Original generator at the school;major repairs done last few <br /> years. Right now contract with FM Generators. <br /> PC-4 - - Security Cameras...Town upgraded to new system but still need to upgrade Library, Police <br /> Department,Fire Substation,and DPW. <br /> PC-5—High School Tennis Courts and Basketball Court...Applied to Community Preservation for <br /> funding but have not heard if being recommended. <br /> PC-6--DPW...Space needs assessment done by Weston& Sampson in 2015. Cost to construct new <br /> DPW facility estimated at$16-Million. Catherine provided a summary of construction costs for new <br /> public works facilities done recently—it was noted that Bourne recently completed their DPW <br /> construction at a cost of$11-Million. <br /> PC-7---Replacement of windows at Quashnet...Applied to Massachusetts School Building Authority and <br /> they have placed this project on the"invitation"list. Paul Funk commented that if approved,you get <br /> reimbursement as work donee—don't have to wait for completion of project to pay vendors. He stated <br /> Town has to vote approving the whole amount of the project. This would be replacing all the windows at <br /> Quashnet School. <br />
