5 <br /> Board of Selectmen <br /> Minutes <br /> June 6,2016 <br /> Public Hearin : Priv a to Public Road Conversion of Windsor Way,Victoria Circle SaxoLiy Drive <br /> Tudor Terrace and Sheffield Elace: <br /> The Board of Selectmen opened the Public Hearing on the private to public road conversion of the <br /> following roads; Windsor Way,Victoria Circle, Saxony Drive, Tudor Terrace, Sheffield Place, <br /> referenced as Spring Hill Estates. The Hearing notice was read aloud into the record. <br /> This is the first step in the road conversion process. The estimated betterment cost to be borne by each <br /> of the 58 property owners is$8,993.50. The total road construction process estimate including <br /> engineering,recording fees and interest is $521,628.45. <br /> This is the maximum betterment to be assessed by the Town for road improvements to bring the roads <br /> to Town standards. Catherine Laurent, Director of Public Works was in attendance to discuss the <br /> process with the Board of Selectmen and interested residents. Ms. Laurent explained with the second <br /> petition, received by July 11, 2016 for the October Town Meeting construction would begin in <br /> approximately one year. With actual estimates,the betterment as it is presently configured would most <br /> likely be less. This is the maximum cost for this betterment. <br /> The Board of Selectmen opened the Hearing to solicit comment. <br /> Mark Nikatas of 23 Sheffield Place questioned the basis for a total road reconstruction. In response the <br /> Director of Public Works indicated the road was developed approximately 17 years ago.Normal road <br /> expectancy is 20-25 years. If the Town of Mashpee were to assume all maintenance,roads would be <br /> required to meet current standards. Ms. Laurent indicated that road core samples were taken and the <br /> locations varied dramatically with less than 3"of asphalt. The road lacks sufficient asphalt to protect <br /> the Town to not require repairs. When a road is converted to standard, repairs are generally not <br /> required for 10 to 15 years. Mr.Nikatas stated he is curious of the status of the bond the developer <br /> presented,and if there is available funding left to offset costs. It was reported the bond should have <br /> been released long ago,and if the road was not in compliance,the bond would not have been released. <br /> Assuming the road was built to specification, it was stated the new specifications are now of higher <br /> standard. <br /> Mr.Nikatas made note of a recent Barnstable county bid where quotes were less, and if the cost of <br /> asphalt does not increase, is it safe to assume the project cost would be less. Under state bid laws,the <br /> Town secures the most advantageous bid, and if the cost is less,the owner would pay less. The bid for <br /> this project is anticipated to be awarded in FY17. If a second petition is received for the October Town <br /> meeting the asphalt costs may be the same. If the project is not funded until the May Town Meeting, <br /> the costs may be higher. It was reaffirmed the deadline for the second petition is July 11th. With the <br /> second petition and a vote of Town Meeting,the betterment would be based on the actual cost and not <br /> the estimate,and traditionally the actual betterment is less costly. <br />
