MASHPEE ZONING BOARD OF APPEALS <br />MEETING MINUTES <br />MAY 24, 2017 <br />16 Papnomett Road: Owner, Kathleen J. MacRoberts requests a modification to a Special <br />Permit (SP -2016-35) to allow for construction of a deck attached to the rear of the house <br />and proposed accessory apartment on property located in an R-3 Zoning District, Map 61 <br />Parcel 46, Mashpee, MA. <br />Mr. Joseph Butler represented the homeowner for the proposed deck. The reason for the <br />modification is to allow for a deck that was not included in the original proposal or depicted <br />on the site plan of the accessory apartment structure that was approved by the Board last <br />year. The deck will extend 8 feet off the back of the addition and house. There will also be <br />a ramp constructed in the front of the house and does not change the setback in the front. <br />The Board reviewed the plan and noticed that the deck was hand -drawn on the plot plan. <br />The Building Commissioner said that the plan shows the foundation, but he wanted to make <br />sure that the scale was correct. The lot coverage prior to the deck was 14.4%, the lot <br />coverage will be 15.3% with the deck. <br />Mr. Butler said there was a change made to the interior location of the kitchen. Mr. <br />Mendoza said that is not an issue. <br />Mr. Goldstein read the Inspection Department comments into the record. Mr. Blaisdell read <br />the Conservation Comments into the record. Mr. Furbush read the Board of Health <br />comments into the record. Mr. Bonvie read the DPW comments into the record. <br />The Board had a discussion regarding the DPW Director's comments and suggested that <br />the applicant meet with Catherine Laurent to discuss the curb cut permit. <br />Mr. Bonvie made a motion that the Board finds that the deck addition in the rear of the <br />house and the ramp on 16 Papnomett Road as shown on the plan titled; Foundation <br />Certification located at 16 Papnomett Road, Mashpee, MA, prepared for Kathleen J. <br />MacRoberts, dated January 18, 2017, and prepared by EAS Survey Inc., PO Box 1729 <br />Sandwich, MA 02563 with modification by the applicant in hand-written form is a minor <br />modification. <br />Mr. Blaisdell seconded, yes, Mr. Furbush, yes, Mr. Goldstein yes, and Mr. DeBarros, yes. <br />All were in favor of the modification of the special permit. <br />Mr. Bonvie made a motion to issue a minor modification to the applicant to allow for the <br />deck in the rear, and a ramp in the front of the house. Referencing a DPW comment that <br />clearly states that allows for three vehicles parking on the property and not on the street <br />and is subject to the applicant's approval to a meet with the DPW Director regarding the <br />possibility of a curb cut permit for off-street parking. <br />Mr. Blaisdell seconded, yes, Mr. Furbush yes, Mr. Goldstein, yes, and Mr. DeBarros, yes. <br />All were in favor of the minor modification for the accessory apartment. <br />
