MASHPEE ZONING BOARD OF APPEALS <br />MEETING MINUTES <br />AUGUST 9, 2017 <br />Mr. Bonvie read the Board of Health comments into the record. <br />Mr. Hall stated that the smoke detectors and CO detectors as well as the stove and sink <br />were now shown on the revised plans, which was not submitted prior to the Health Agent' <br />comments. These comments were not read into the record at the last meeting. <br />The Building Commissioner addressed the Chairman and asked the applicant if the kitchen, <br />stove and sink were presently in the building and if the proper permits were applied for. <br />Mr. Hall said that the kitchen is there but does not have permits, and that is the reason why <br />he is applying in front of the Board. <br />Vice Chairman Bill Blaisdell believes that the applicant has corrected his past errors and <br />is making this a legal accessory apartment. Mr. Blaisdell wanted to make sure that there <br />was at least one off-street parking space provided in addition to any other off-street parking <br />requirement as mentioned in the bylaw §174-39. He believes this was met, but also <br />mentioned that no new driveway or curb cut shall be created to serve the accessory <br />apartment. <br />The Building Commissioner would like the Board to place a condition that all proper <br />plumbing, gas, electrical permits are secured prior to an occupancy permit being issued. <br />He also wanted to confirm that the parking was sufficient being on a private road. <br />Mr. Bonvie read the Conservation Comments into the record. <br />There were no more comments from the Board or audience. <br />Mr. Bonvie made a motion to issue a Special Permit with the following conditions; M.G.L. <br />40A §6, all Town Department comments inclusive of the comments read into the record at <br />the July 26, 2017 hearings, and also specific comments from the Board of Health which <br />states that the applicant meets with the Board of Health for additional work and confirms <br />that the septic inspection is required, and that the kitchen facilities that are on the revised <br />plans satisfy the Board of Health. Also conditioned upon all permits including but not <br />limited to plumbing, gas, electrical, and building will be applied for and obtained including <br />the satisfaction of the Building Commissioner prior to the issuance of an occupancy permit. <br />Referencing a set of plans issued to the Board that include three pages; A First Floor Plan <br />— (Proposed), Scale: 1/8" —1' depicting the total existing square footage, and the apartment <br />square footage that is required under the Zoning Bylaw with the Town of Mashpee, A <br />Second Floor Plan (Proposed/Unchanged), Scale: 1/8" = 1', and A site plan that depicts a <br />cranberry color of the parking locations and comments regarding the leach field referencing <br />the location of the building. <br />Mr. Gould seconded, yes. All were in favor to issue a Special Permit for the accessory <br />apartment. <br />2 <br />
