Ri.€dcnko Summarized that the Wanlpanoag facility was constructed in 2011 to serve
Waiilparloa- \tillage. which has not yet been built. The permit allowed for the facility to be built
in two phases. the first of which allowed 9,900 gallons per clay and once surpassing that volume:.
a larger f'aci lity wouid he built for a projected 40,000 gallons per clary flow. Once passing Phase
1, the Wanlparulal! VNrould need to develop a plan to offset the nitrogen load of the Village. leis.
lludenkn described the process by which they analyzed the flow. At peals, it was deternnined
thill therk was llo excess CapacilV Irl the existing fa
Cll€ties as it ]'eSUll (1f tl)t' seasonality.
titilizing the 25,000 gallons per day detcri-pined, G1 -ID developed a preliminary sewer layout 01'
the three di['fcrcnt study areas to include Study Area Al located just below the Warnpanoag
lrillage and primarily residential; Study Area 2, broken into 2A (residential) and A2B
(residential with one large commercial use); and Area 3, which is commercial development. The
peal: flo%v ofthe entire study area totals 47,900 gallons per day, larger than the 25,000 offset
allocation.
The study areas were further broken down by potential pump stations, due to topography. Ms.
Rudenko wished to identify, the top priorities for directing flow to the Watnpanoag facility, Mr.
Fudala stated that the original plan had identified Area A2 as the first priority area. Mr. Lyons
noted that the Warnpanoag facility would need flow for the system to work. There was
discussion regarding the study areas. Mr. Fudala noted that Mashpee Village would have 52
units at the site but that the project was on hold due to questipns regarding Tribal land being
placed in Trust.
Mr. Lyons inquired whether the Tribe had agreed to sharing the facility with the Town. Mr.
Fudala responded that there had been meetings indicating that the Tribe was willing to consider
allowing the Town to use the facility. Mr. Lyons recommended requesting, by letter, the Tribe's
permission to utilize the facility for Town wastewater. Mr. Fudala responded that the Town
would not receive a response because the Land into Trust question remained unanswered. Mr.
Lyons stated that the Tribe's wastewater facility needed additional effluent to be operational, but
Mr. Fudala responded that if the Tribe's plans grew, the extra capacity would be needed.
There was further discussion regarding breaking down the area into smaller pieces and removing
extraneous areas. Ms. Ruderiko will take the infom--ration and work with it for further
presentation to the Commission.
INTLRMUNICIPAL ISSUES
-IMAs with Adjacent Towns -Mr. Fudala reported that they were working with'Barnstable and
Sandwich on draft 2 of an IMA. Selectman Gottlieb has been working on a proposal of relative
shares for the responsibility of the Popponesset watershed, using an average of GHD and the
Cape Cod Commission MEP numbers. Sandwich was seeking original MEP numbers.
VOUCHER SIGNATURES
-G>F D $9,484.20 -The invoice reflected work completed as of August 21, reaching 31%
completion.
2
