Mashpee Planning Board <br />Minutes of Meeting <br />June 1, 2016 at 7:00 p.m. <br />Waquoit Meeting Room, Mashpee Tow Hall <br />Planning Board Members Present: Chairman Mary Waygan, Dennis Balzarini, Joe <br />Cummings, David Weeden <br />Also: Tom Fudala-Town Planner, Charles Rowley -Consultant Engineer <br />Absent: David Kooharian, Robert (Rob) Hansen <br />CALL TO ORDER <br />The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit <br />Meeting Room at Mashpee Town Hall by Chairman Waygan, at 7:00 p.m. on Wednesday, June <br />1, 2016. The Pledge of Allegiance was recited. <br />APPROVAL OF MINUTES—May 18, 2016 <br />MOTION: Mr. Baizarini made a motion to approve as presented for the meeting of May <br />18"'. Mr. Cummings seconded the motion. All voted unanimously. <br />SPECIAL PERMIT <br />Review status of Ockway Highlands (BCDM) Special Permit <br />Mathew Haney, manager at BCDM, was present to update the Board on the Ockway Highlands <br />project. Mr. Haney reported that they had initiated road construction in February with an <br />inventory of trees to be cut or saved. On March 4 and 5 benchmarks were placed for the road <br />and the access road was cleared to reach the old foundation near DeGrasse Road. Debris <br />removal occurred around the old foundation in the road layout on March 30 and on April 13 <br />subsoil foundation was added in the area of the old home. Mr. Haney stated that the Special <br />Permit required initiation of the construction of the proposed roadways by May 7, which he felt <br />had been addressed with the work completed and that the Permit had not expired. Mr. Haney <br />noted that financing issues addressed in January/February of 2016 delayed the work from <br />beginning sooner. Mr. Haney stated that stump removal would begin next week and solid fill <br />and additional grading would we addressed before installing the drainage. Mr. Haney added that <br />the affordable unit was required to be handed over in three years, according to the permit, and <br />therefore indicated that it would be available in less than a year. <br />Mr. Rowley confirmed that trees had been cut at the furthest part of Blue Castle. Mr. Rowley <br />indicated that it was difficult to determine the extent of clearing without seeing all of the limits <br />of staking. Mr. Rowley stated that the drainage area to the west of the connecting road had not <br />been cleared at all, and it was unclear whether it had been cleared to the necessary width all the <br />way through to DeGrasse Road. The Chair inquired whether the right process was being <br />followed and Mr. Rowley responded that work could not proceed without cutting the trees to <br />clear the land. Without reexamining the plan, Mr. Rowley could not confirm the extent of <br />clearing on Blue Castle Drive adding that only the upper portion had been cleared due to the <br />
