Mashpee Planning Board <br />Minutes of Meeting <br />December 21, 2016 at 7:00 p.m. <br />Waquoit Meeting Room, Mashpee Town Hall <br />Planning Board Members Present: Chairman Mary Waygan, Dennis Balzarini, Joe Cummings, <br />David Weeden, Robert (Rob) Hansen <br />Also: Tom Fudala-Town Planner; Charles Rowley -Consultant Engineer <br />Absent: David Kooharian <br />CALL TO ORDER <br />The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit Meeting <br />Room at Mashpee Town Hall by Chairman Waygan, at 7.00 p.m. on Wednesday, December 21, 2016. <br />The Pledge of Allegiance was recited. <br />APPROVAL OF MINUTES ----December 7, 2016 <br />MOTION: Mr. Balzarini made a motion to accept the minutes as written. Mr. Cummings <br />seconded the motion. All voted unanimously. <br />SPECIAL PERMITS <br />Applicant: Lake Ave Holdings, LLC / Naukabout Beer Co, LLC <br />Location: 13 Lake Avenue <br />Request: Approval of Special Permit Modification re: external changes to approved <br />microbrewery building and to patio area behind building <br />The Chair read the request for the record. Board members reviewed the plans. Peter Murner of <br />Naukabout Beer Co. was present to discuss modifications to their plan, which has been considered by <br />Plan, Design Review and the Historic District Commission. Mr. Murner indicated that a new set of <br />plans would incorporate the comments from the various committees. <br />Regarding the site plan, no changes were recommended by the other committees. As proposed, <br />retaining walls would be pushed back to allow for more beer garden and patio space. The space would <br />remain under 1,000 square feet as required by Naukabout's NOI, utilizing just 590 square feet. Rain <br />gardens and overflow and lighting would remain in place as originally planned. <br />On the first floor of the building, the French door has been relocated to the back hallway in order to <br />create a staff only area. An overhead door has been added, in place of a standard door, to create <br />improved access for materials. The utility pad has been expanded to accommodate the necessary <br />facilities. The basement has been rearranged to accommodate storage and equipment. There were no <br />changes to the 2"d floor. <br />Regarding the elevations, Naukabout's goal was to achieve a more rustic, barn -like look rather than a <br />house. It has been suggested that the previously proposed shingles be changed back to the original, <br />board and batten siding, stained a cranberry color. Double hung windows on the left would be <br />replaced with square windows, as approved by the Historic District Commission, along with an asphalt <br />roof. The cupola will be widened, with no lighting, but with a metal roof as approved by the HDC. <br />The left elevation showed the relocation of the French door as well as additional windows to allow <br />natural lighting. The rear elevation showed the new overhead door to access the basement. The <br />
