Minutes of Combined Meeting of <br />Mashpee Design Review Committee and <br />Mashpee Plan Review Committee <br />Heid Tuesday, April 21, 2015 <br />Town Hall - Administration Conference Room <br />Design Review Members Present: Joseph Cummings and Jonathan Furbush <br />Plan Review Members Present: <br />Catherine Laurent, DPW Director <br />Michael Mendoza, Building Commissioner <br />Joyce Mason, Town Manager <br />John Phelan, Deputy Fire Chief <br />Tom Fudala, Town Planner <br />Glen Harrington, Health Agent <br />Audience: Sam Houghton – Mashpee Enterprise <br />Michael Mendoza called the meeting to order at 9 a.m. <br />71 Echo Road <br />Owner/Agent -- Pamela M. Gangemi TRS <br />Architect/Engineer – Down Cape Engineering, Dan Ojala <br />New building for the operation of the manufacturing of <br />Wooden windows, cabinets, general woodworking/millwork. <br />Rear area contractor's bays. <br />Building, Landscape & Septic Plans submitted <br />Mark Boudreau (DECH LLC), Scott Marks, Dan Ojala (engineer), and Kevin Pepe (realtor) were <br />present. Dan Ojala said he helped DECH with what should be a fairly simple process. He showed <br />the Site Pian and said he recommended this lot for this project. Lot 5 dimensions roughly 200X260. <br />Mr. Ojala said the lot was formerly in the ground water protection overlay district but that has been <br />removed so not burdened by any of those regulations. Business is straight manufacturing of wooden <br />windows; no metals or metal work—very straight -forward, high-end organization that will be A benfit to <br />the Town. Mr. Ojala reviewed the Site Plan: <br />• Moved parking to rear, as recommended. <br />• Fire truck access done. <br />• Plumbing code requires a floor drain attached to a tight tank. Applicant proposed a simple <br />dual tight tank with alarm to alert if any leak that goes off at about 75% of the volume. Site not <br />in Zone 2, but this is State regulation. They will work with Plumbing Inspector. <br />• Septic system is over -sized for the site. Big up -front investment but long-term solution on that. <br />Board of Health regulations were followed. <br />• Required 13 parking spaces; they provided 14 with handicap space. <br />• Checked soils on site. <br />• Showed Landscape Plan and said there is no flooding onto Echo Road.- They will supplement <br />natural vegetation with dense screening around site to block some of the site lines. Also <br />planting some big trees in the front. <br />�• Industrial sub-division—dead end so no through traffic. Town has taken the road as a public <br />road. <br />
