South Cape Village (Between Rte 28, Donna's Ln & <br />Great Neck Rd South <br />Baxter Nye Engineering <br />Proposed demo of Bldg. F1 within South Cape Village Plaza and <br />Construction of new parking and site improvement in place thereof <br />Representative – Matt Edd <br />Matt Eddy (Engineer), Karen Johnson (Charter Realty), and Eliza Cox (Attorney) appeared. Matt <br />Eddy stated South Cape Market Place, formerly known as South Cape Village, is under new <br />ownership. He said the proposal before the Committee is removal of an existing building, which <br />would be a modification to the Special Permit through Planning Board modification. Matt Eddy <br />explained that since not able to lease the space the owner is trying to create better vitality and better <br />visibility by addressing some issues and concerns by removal of Bldg. F1. He said this would also <br />better facilitate existing businesses. Matt Eddy said the building will be taken down and parking will <br />be expanded under that one building footprint which will open the area and provide better access to <br />Bldg. 2 (Wicked Pizza). <br />Matt Eddy said the demolition plan is the existing parking lot between Walgreen's and Bldg. F1 will be <br />expanded. He showed the proposed layout and said 16 additional parking spaces to be added; <br />would create new curb cut opening onto South Street; handicap parking reduced by one space; and <br />still have outside seating area for Wicked Pizza. <br />With demolition, utilities shut off for gas/water/electricity. He said they are just cutting services—no <br />additional utilities. Drainage: All run-off going to same under ground storm water system under <br />ground, but adding a catch basin. <br />Catherine Laurent questioned whether any new lighting to be added. Matt Eddy responded they are <br />not proposing new lighting but that was one of Charley Rowley's comments to the Planning Board. <br />Matt said he believes lighting sufficient, but could run a photometric system to look at that. Mike <br />Mendoza commented that for public safety lighting could be an issue. <br />Jonathan Furbush pointed out that 4 handicap parking spaces currently exist; under proposed Plan <br />only 3 shown --eliminating 1. Matt Eddy aid that's correct but with 3 they still meet handicap parking <br />requirements. He said Charlie Rowley commented on location of handicap spaces to the Planning <br />Board. Following discussion, the Committee reached the consensus that leaving the handicap <br />parking spaces next to the restaurant was okay and made most sense. However, Rodney Collins <br />suggested to be pro -active check with Bob Wooldridge, ADA Committee, to get his input regarding <br />placement of the handicap space. Tom Fudula advised this proposal up for Planning Board approval <br />tomorrow night. Mike Mendoza said he will send Bob an email. <br />Glen Harrington mentioned comments he sent to Matt—namely, now that there is going to be parking <br />opening up to edge on the sidewalk open to the outside seating area of Wicked Pizza, Glen hoped <br />bollards could be put in for protection of the eating area. Matt Eddy said they would do that. <br />Glen asked whether there are plans to replace the public bathroom that was in Bldg. F1. Karen <br />Johnson responded "no". She said last 4 years that public bathroom has had low use and it has <br />become a liability. She said it is problematic and caused some safety concerns. She said rest rooms <br />are available in a number of locations, including Walgreen's, Roche, and Dunkin' Donuts. Matt Eddy <br />added there is no condition that public rest room was required through Planning Board, Cape Cod <br />Commission, or Board of Health.
