MASHPEE AFFORDABLE HOUSING COMMITTEE
INFORMAL NOTES
FEBRUARY 1, 2005
Poll 1111, 1''
, 2
Present: John Calialane, Zella Elizenberry, Eric Smith, Julius Rosales, and Louise Patrick
Absent: Deborah Battles, Jamie Regan, Alice Lopez, Trudi Ide
Audience: Megan DeAlmeida
Meeting called to order at 7:05 pm. No quorum. Committee decided to continue with the meeting as an
informational session,
Co -Housing & Compounds
Megan DeAlmeida was present to obtain information about co -housing and compounds. Ms. DeAlmeida's
father, Mark Lopez, would like to build an additional house on his property. Not many areas in Mashpee are
zoned for it and there are currently no specific regulations, The Affordable Housing Committee was asked to
look into this matter to see if it falls under Affordable Housing. Committee would like to get clarity on zoning
and possibly take the article to Town Meeting; however more research is needed before proceeding,
Action Item: Eric will contact the Town of Barnstable to see how they handle compounds.
Town of Kingston — Chapter 40B Manufactured Housing
The Board of Selectmen received a letter from the Town of Kingston regarding Chapter 40B and Manufactured
Housing, They would like the Affordable Housing Committec to review and respond.
Question was posed regarding whether to count mobile/manufactured homes toward the full count for the
affordable housing quota. What is Mashpee's current percentage? It was requested that we put a non-binding
article on the May Town Ballot. Decision needs to be put off until Committee has a quorum.
In the interim, Zella will correspond with the Mashpee Board of Selectmen indicating that the Committee is in
favor of counting manufactured homes toward quota for affordable housing units; however, will notify them that
an official response will need a vote from the Committee once they have a quorum,
Housing Authority
HAC attended the Affordable Housing Committee meeting in October. Unfortunately, they went away with
some misunderstandings, Zella will extend an invitation for them to come back to another meeting for
discussion and clarification of misunderstandings. She will inform them that:
— The Committee would like them to know that we would like to work with them, and
— Committee would expect them to answer questions on the questionnaire regarding Plaza Del Sol
> Action Item: Eric will contact them to see when they are available to attend another meeting.
New Business
• CPC workshop is this Saturday (February 5). Eric will attend and report back to the Committee,
• Zella is currently working on a new member orientation packet.
