Mashpee Affordable Housing Committee <br />Meeting Minutes <br />March 3, 2015 at 6:30 pm <br />Mashpee Town Hall <br />Present: Chairman Walter Abbott, Berkeley Johnson, Allan Isbitz, Bruce Willard <br />Absent: Marie Stone <br />CALL TO ORDER <br />Chairman Abbott opened the meeting at 6:34 p.m. with a quorum and the roll was called. Mr. <br />Willard was officially welcomed as a new member of the Committee. It was requested that Mr. <br />Willard be added to the Committee Contact List. <br />APPROVAL OF MINUTES -October 7, 2014 & December 2, 2014 & February 3, 2015 <br />Meeting minutes for October 7 and February 3 could not be approved since a quorum of <br />attending members was not present. Sufficient members were in attendance to approve the <br />December 2 minutes. <br />MOTION: Mr. Isbitz made a motion to accept the minutes of December 2, 2014. Mr. <br />Johnson seconded the motion. 3 voted yes, 1 abstained <br />[I 111I1KNM*R <br />Comment on RFP for Town Meeting <br />The Chair reported that he was in receipt of the application for DHCD funding to complete a <br />feasibility study on 950 Falmouth Road. The 9 -page document seeking $33,000 for the study <br />was sent by Assistant Town Manager Tom Mayo and completed with the assistance of Laura <br />Shufelt. The Chair noted that the study for 209 Old Barnstable was completed for approximately <br />$12,000. The Chair indicated that it was good that the process was moving forward, but that the <br />issue could not be addressed at the next Town Meeting due to the timetable set by the draft RFP <br />linking the two properties for development. Chairman Abbott was pleased with the content of <br />the RFP identifying 85 bedrooms for the project. Mr. Isbitz inquired about an identified number <br />of bedrooms and suggested that it would be more beneficial to allow the study to be completed <br />prior to identifying the appropriate number of bedrooms. It was suggested that the Town may <br />have received feedback from local residents expressing concern about density at Old Barnstable. <br />It was recommended that, rather than identify an arbitrary number of bedrooms, the consultant be <br />allowed to identify the appropriate number of units that would best suit the two sites. The Old <br />Barnstable site allowed for a possible 24 -units and combined with the results of the Falmouth <br />Road site, it was suggested that the developer be allowed to offer their plan for developing the <br />sites. Chairman Abbott indicated that he would follow up with Town Planner Tom Fudala for <br />further clarification about the bedroom count identified for the RFP. The Chair also suggested <br />drafting a letter to the Town Manager regarding the Committee's position to focus on units rather <br />than bedrooms and allowing flexibility to identify appropriate housing for the sites. Mr. Isbitz <br />also suggested the possibility of allowing options to the bidders to utilize one site or the other <br />site or the two sites combined, allowing the Town to choose the best fit for Mashpee after all <br />bids were received. <br />
