Capital Improvement Program Committee
Minutes
February 3, 2015
POLICE DEPARTMENT: (continued)
Pump -out Boat - $90,771:
The acquisition of a new pump -out boat would allow the Town to pump and
dispose of waste to protect the waterways and the environment while recouping
fees for this type of service. At the end of last year, the vessel went out-of-
commission
ut-ofcommission and fortunately, the Town of Falmouth supplied a loaner boat to
allow the Town of Mashpee to continue to offer this amenity to protect the
waterways.
Chief Collins indicated the plan is to replace the boat projected to cost $90,771. It
was noted the Town received notification of grant funding for this project. In the
pump -out program, the State would reimburse the Town 75% towards the cost of
a boat suitable for this type of service. The Town's program is self-sustaining and
funding from the Town's Pump -out Account would offset costs associated to the
purchase.
The Town anticipates receiving $56,250 in reimbursable grant funds, and $10,000
in trade-in costs. Currently, the Town's Pump -out Account has a balance of
$25,422.77. With available funding and State reimbursement there is no
additional cost to the Town to replace the pump -out vessel.
Last year, the project was presented to the CIP, and a separate article for
temporary borrowing authorization was considered for the reimbursement of
funds for this purpose.
Portable Radios, Firearms:
Chief Collins noted that his operating budget has increased to allow for the
purchase of operational equipment such as portable radios and firearms. This
action will alleviate future capital budget requests for operational items.
