10 <br />Community Preservation Committee <br />Minutes <br />November 10, 2015 <br />Review of CPA PEQjects Prosed for the Mair 2016 Town Meeting_ <br />Phyllis Moniz Jordan Littleford: <br />A uisition of 104 William Mingo Road & 60 Saddleback Road: (continued) <br />The CPC has been aware that Ms. Littleford has attempted to sell the property over the years to <br />other developers and realtors. At the time, the Town Planner had concerns with regards to <br />frontage requirements. Ms. Littleford indicated she has 20', and an additional 20' is required for <br />development. As an obstacle, the 20' road is considered an ancient way, and it would be <br />necessary for a developer to install water at the site location. Ms. Littleford explained the land as <br />it presently exists appears to be land locked. <br />In accordance with the appraisal report, 104 William Mingo Road has 1,060 feet of frontage on <br />William Mingo Road. There is additional frontage of 1,128 square feet along Great Hay Road. <br />Frontage is unavailable for the parcel at 60 Saddleback Road. <br />Ms. Littleford indicated the Town Conservation Department has placed an iron gate at the <br />beginning of her property in the area of Quashnet and Saddleback. As a result of the gate, and <br />inability to secure a key, Ms. Littleford cannot access the property. <br />It was explained that gates are used in conservation areas to protect misuse of the property to <br />deter ATV's, illegal trash disposal and unlawful use of the property. The area is monitored by <br />the Land Stewards of the Town of Mashpee. The property is adjacent to the Mashpee National <br />Wildlife Refuge. <br />With respect to the ancient way located at the subject property, it is assumed that developers may <br />have an interest in moving forward with a Chapter 40B project. Recently, the Town Planner was <br />asked if he would support the purchase of the property, and the Town Planner replied absolutely. <br />It was noted the acquisition of the subject parcel is contained in the Town's Local <br />Comprehensive Plan (LCP) under the category, Open Space, Conservation and Recreation. An <br />ancient way is a venue to provide a method to support the development of the property as a 40B <br />project. It was noted there is concern of very little affordable housing in the Town of Mashpce. <br />With the scarcity of land for development and high cost of housing in the state, it is presumed a <br />developer may have interest in this property. <br />Discussion followed with respect to the activation of the Town's Affordable Housing Trust. <br />This is an avenue for the Town to move forward with developmental opportunities, and to obtain <br />funding from the Community Preservation Committee in support of affordable housing <br />initiatives. <br />
