This may represent a cost savings, <br />and with May Special Town Meeting approval, CPA funding would be readily available to bring <br />forth construction in the spring if the RFP was submitted early; subject to appropriation. <br />Ms. Laurent was requested to review solar options for ice -eaters to keep the pilings in place <br />during winter months. <br />Phyllis Moniz J_ordan_Littleford: <br />Acquisition of 194.WilliM Mingq Road & 60 Saddleback Road - $425,000: <br />In September of 2013, the Community Preservation Committee received an application from <br />Phyllis Moniz Jordan Littleford for the acquisition of 104 William Mingo and 60 Saddleback <br />Road, Mashpee for the purposes of Open Space, Recreation and Historic Preservation. The <br />asking price was $600,000. An appraisal of the subject property was conducted by the CPC. As <br />of January 2014, the appraised value as developable land was $570,000. <br />Phyllis Moniz Jordan Littleford was in attendance to review and request CPA funding for the <br />acquisition of the identical subject parcels for the same purposes. Ms. Littleford indicated the <br />acquisition would allow for the protection of a wide range habitat, including animals, plants and <br />other vegetation. The property is level land, and connects with existing trails. Additional public <br />benefit includes the ability for nature tours, walking, and other passive recreation activities to <br />enhance the quality of life for Mashpee and its residents and visitors. The land borders the <br />Mashpee National Wildlife Refuge. <br />Ms. Littleford indicated that it is beneficial for the CPC to purchase this property which is <br />situated in the vicinity of the Quashnet Valley Country Club. It was noted that previously the <br />former Open Space Committee/Land Bank in conjunction with the Mashpee Water District <br />expressed an interest in purchasing the property for water supply and protection purposes. To <br />date, there is no interest from the Water District to acquire the site. <br />The vacant land on William Mingo Road is consisted of 23.6 acres more or less. The <br />Saddleback Road property is considered of .856 acres. The smaller parcel lies contiguous to the <br />northwest of the main parcel. <br />In accordance with the subject appraisal, the highest and best use of the site is for residential <br />development in line with the makeup of the neighborhood and market trends. <br />
