8 <br />Community Preservation Committee <br />Minutes <br />November 10, 2015 <br />Review of CPA Projects Proposed for the May 2015 Town Meeting_ <br />Great River Boat Rama Improvement Project; (continued) <br />Members of the CPC requested the DPW Director provide an updated conceptual plan of the <br />double ramp for review at the next meeting. Discussion followed with regards to the boat ramp <br />facility located in Falmouth at Whites Landing. It is a double wide ramp with the float unit in <br />the middle of the structure. It was noted that floatation located in the middle of a double wide <br />ramp is preferable as it maintains the most optimum for use and wind direction. <br />If possible, Ms. Laurent was also requested to provide the CPC with additional information <br />regarding mitigation, and to place CPC signage at the project site location. <br />Since time is of the essence with respect to moving forward with permitting, the CPC agreed to <br />hold a straw vote to voice support of the project. The straw vote was unanimous, 7-0 in support <br />of the project proposal as outlined for a double ramp construction. <br />The CPC is scheduled to take formal action on all project applications proposed for CPA funding <br />consideration at the May 2016 Town Meeting at their December 8, 2015 meeting. <br />Ockway Bay Boat Ramp Improvement Project - $75,000; <br />Edward A. Baker Boat Ramp at Pirates Cove Improvement Project - $75,000: <br />Members of the Community Preservation Committee reviewed the additional applications <br />submitted by the Director of Public Works. The co -applicants are the Waterways Commission, <br />Harbormaster, Shellfish Commission and Shellfish Constable for capital improvement projects <br />proposed to replace the dock/float system at the Dckway Bay Boat Ramp and Edward A. Baker <br />Boat Ramp at Pirates Cove. . <br />The Director of Public Works submitted two separate applications in request for CPA funding in <br />the amount of $75,000 per application. The applications are identical. in terms of what is <br />requested. The worn wooden structures were built 30 years ago, and would be replaced with <br />aluminum marine -grade material to allow sunlight penetration to promote eelgrass growth and <br />shellfish habitat. The structures are not up to code, have been damaged over time and with this <br />past winter are in dire need of repair. <br />In the matter of safety, the boat ramps require replacement. The project submittals also conform <br />to the Town Manager's Boat Access Plan. <br />If CPA funding is received, construction would take place immediately in May to have the <br />structures accessible for use by the summer of 2016. <br />
