Community Preservation Committee <br />Minutes <br />November 10, 2015 <br />Review of CPA Projects Proposed for the May 2016 Town Meeting: <br />Leila Botsford Mashy.ee Housin Authori - HousingAssistance Pro am: (continued) <br />Assistance is granted on several factors which include income eligibility, need, length of <br />assistance needed, ability to become self-sufficient, etc. All applicants are required to pass a <br />CORI screening and meet personally with housing authority staff. Ongoing rental and mortgage <br />assistance is approved only if the applicant meets with the housing authority staff to devise a <br />plan for self-sufficiency, and the plan is adhered to. A six month review is conducted. <br />CPC member Frank Lord recommended the initial visit be 3 mouths opposed to six. It was <br />agreed the applicant would make an amendment to the Housing Assistance Program Guidelines <br />and Plan to read under the Introduction topic: 3 months in the third paragraph. <br />And, in the past, the Mashpee Housing Authority was required to give an update to the <br />Community Preservation Committee on a bi-annual basis. This remains a requirement of the <br />project proposal. <br />Mr. Larkin indicated if the project is accepted at the May 2016 Town Meeting, he would serve as <br />the Community Preservation Committee liaison. <br />In accordance with a survey conducted by the Cape Cod Commission, the percentage of <br />Community Preservation Act funding by town of Affordable Housing as of June 2014 lists the <br />Town of Mashpee with a housing award of 7.2%, the second lowest percentage. For <br />comparison, the Town of Chatham had 20.6%, the Town of Harwich 17.2%, and the Town of <br />Barnstable 6.6% in CPA housing awards. <br />Great River Boat Ramp Improvement Project $200,00.0: <br />Catherine Laurent, Director of Public Works presented a revised budget request for the Great <br />River Boat Ramp Improvement project reducing the appropriation to $200,000. The budget <br />assumption eliminated some of the initial work proposed in the previous scope. <br />The project was initially funded by the CPA in October of 2013. The $650,000 project includes <br />the complete reconstruction of the existing single ramp and landing, the pier and attached <br />floating. Improvements to the site include the reconstruction and enlargement of the parking lot <br />with improved drainage, and bio -retention to prevent discharge into the waterways. This is a <br />very popular launch facility, and the only public launch on the Waquoit side of the bay. <br />
