0 <br />Community Preservation Committee <br />Minutes <br />November 10, 2015 <br />Review of CPA Pr 'ects P=osed for the May 2016 Town Meeting: <br />Great River Boat Rarn_p Improvement Project: (continued) <br />Rodney Collins, Town Manager, Richard York, Shellfish Constable and Ken Bates Waterways <br />Commission Chair were in attendance to discuss the project proposal with the Community <br />Preservation Committee. <br />At the CPC meeting in September, it was disclosed that during a recent assessment of all Town <br />boats ramps by the above referenced parties including the Director of Public Works, it was <br />strongly recommended the Great River Boat Ramp be constructed with a double wide ramp with <br />the appropriate length to ensure its effectiveness during low tide and to construct a facility for the <br />future needs of Mashpee. <br />In addition, Mr. York indicated that a double wide ramp is necessary for the success of the <br />Mashpee Comprehensive Wastewater Nitrogen Management Plan (CWNMP). The CWNMP <br />has been approved by the state, and the Town of Mashpee is implementing the nitrogen <br />mitigation program. Mr. York explained the Director of the Division of Marine Fisheries and <br />others have expressed concern the Town would not have the ability to harvest the volume of <br />shellfish without a.double wide ramp. This is a required component of the water quality <br />restoration program as the harvest of shellfish removes the nitrogen from the watershed. <br />Mr. York confirmed this is also a legal requirement under the Clean Water Act. The Great River <br />Boat Ramp is the only boat ramp for the entire bay system. It was noted the Town has a double <br />wide ramp for Mashpee/Wakeby Pond, and it is successfully used by boaters. <br />The project also conforms to the Town Manager's comprehensive Boat Access Plan <br />Ms. Laurent reviewed the $200,000 budget proposed for additional project funding. Budget <br />assumptions include funding for re -design and engineering related to the double ramp, <br />permitting, mitigation and the construction of a separate kayak launch. It is anticipated that <br />$65,000 in funding from the initial $650,000 appropriation would be used to offset project costs. <br />To date, the project is approximately one-half complete. Currently, the state permitting process <br />has been placed on hold, until the decision is reached for a double wide ramp. <br />Discussion followed with respect to potential mitigation. The sum of $50,000 is earmarked <br />within the $200,000 budget assumption for mitigation purposes only. Any unused funding <br />would be returned to the Community Preservation Committee. <br />
