12 <br />Community Preservation Committee <br />Minutes <br />December $, 2015 <br />APPOINTMENTS & HEARINGS: <br />Ph llis Moniz Littleford — Ac uisition of 104 William Mingo & 60 Saddl b Road s): <br />In support of the open space land acquisition, it was noted the original purpose of the <br />Land Bank was for the acquisition of open space. Last year, the Littleford project was <br />before the Community Preservation Committee. In 2014 a real property appraisal <br />assessed the land at $577,000, and identified a real estate value of the subject property at <br />$570,000. Currently, the asking price $425,000. This is $112,000 less than the assessed <br />value. The property is also listed. in the Open Space Plan adopted. by Town in its Local <br />Comprehensive Plan, The land lies within the boundaries of the Mashpee National <br />Wildlife Refuge. In accordance with the National Wildlife Agreement, the Town of <br />Mashpee agreed to further purchase lands to enhance the refuge property. The property <br />is situated in a recharge area to serves as a future Town well site. The property is located <br />in flight path for the air base, and it is identified as an accident potential zone. This <br />designation may preclude the land for use under the mandates of Chapter 40B. The more <br />land in open space, the less the Town of Mashpee would have to sewer. <br />Motion made by Mrs. Buschenfeldt to approve and recommend to the May 2016 <br />Special Town Meeting, the acquisition of the Littleford property for the sum of <br />$425,000 with a Conservation Restriction on said property. Funding would derive <br />from the Budgeted Reserve for this purpose. <br />Motion seconded by Ms. Waygan. <br />V®TE: 2-7.
