Mr. Halpern asked Ms. Gunn why she didn't tell the MHA that she had a job. Ms. Gunn responded that
she thought she would get caught up with some bills first.
Mr. Laporte confirmed with Mrs. Botsford the time line of when she started working (August 2014) to
when she reported it in February 2015. During this time, Ms. Gunn had filled out documents with the
MHA (in December 2014) indicating that she had no income from any source.
Attorney Wibby asked Ms. Gunn to share what she is doing now for work. Ms. Gunn responded that she
was a CNA working in a senior assisted living facility in Hyannis.
Mr. Laporte asked Ms. Gunn if she intended to repay the housing authority her debt and Ms. Gunn
responded that she was more than happy to repay, regardless of the decision tonight.
Mr. Halpern asked Ms. Gunn if she receives child support. Ms. Gunn responded that she doesn't receive it
from either father. A discussion ensued with Ms. Gunn, Mr. Laporte, Ms. Allen and Mrs. Botsford
regarding different services available to get a child support order, child care assistance, etc. Mr. Laporte
provided Ms. Gunn with the information on how to get started in the Probate Court. Mrs. Botsford
suggested trying to get an advocate, maybe from the Wampanoag Tribe, to assist her if she is
overwhelmed.
Mr. Laporte then asked if there were any closing remarks from either side. Ms. Gunn started and stated
that she hoped her voucher would be reinstated. She is sorry for the mistake she made. She stated that
she knows she may seem like a bad person, but she can't take it back.
Mr. Laporte stated that he believes he speaks for all present when he says that no one thinks she is a bad
person, but she made a bad decision.
Attorney Wibby stated that she thought it was important to know that the Grievance Officer hear all the
history and still decided to give Ms. Gunn an opportunity to make things right. We disagree with the
dates and had Ms. Gunn not been in the hospital she would have come in immediately.
Mrs. Botsford stated that decisions like this are difficult, but she felt that she had given Ms. Gunn ample
time to do the right thing. Her assistance had been terminated on three separate occasions in a short
period of time, and each time Ms. Gunn had excuses on why she didn't follow her responsibilities on the
program. Mrs. Botsford stated that she wrote the letter to Ms. Gunn on June 2 and mailed it herself that
day. Ms. Gunn's own statement was that she received it, yet she didn't even call the office. In fact, she
knew there was a decision coming at any time from the Grievance Officer and she never contacted the
office to find out about it. Mrs. Botsford again stated that she knew it was a difficult decision for the
board, and she would respect whatever they decide.
Mr. Laporte stated that it seemed like the timing of everything was at the crux of the issue and proceeded
to take a roll call vote. He stated that an Aye would mean that the board would reinstate Ms.
Gunn's assistance and a Nay would mean that her assistance would not be reinstated.
Mr. Halpern: Nay
Mr. Shackett: Nay
Ms. Allen: Nay
Mr. Laporte: Nay
Mr. Laporte stated that the decision was unanimous and that a written one would be issued
within forty-five days. He thanked Ms. Gunn and Attorney Wibby for coming in. Mr. Laporte called a
five minute break from the meeting at 7:33 PM.
