Oay9>s Town of Mashpee <br />f <br />16 Great Neck Road North <br />Mashpee, Massachusetts 02649 <br />BOARD OF HEALTH - PUBLIC SESSION <br />Minutes of the Meeting of May 7, 2015 <br />Board Members Present: Member Absent: Also Present: <br />Burton Kaplan, Co -Chair Lucy Burton, Chair Glen Harrington, Health Agent <br />Kalliope Egloff, Clerk <br />Co -Chair Burton Kaplan called the meeting to order at 7:03 PM. <br />APPOINTMENTS <br />7:20 PM — Peter McEntee, P.E., Engineering Works — Title V Variances — 21 Kim Path. <br />Peter McEntee of Engineering Works, representing 21 Kim Path, introduced himself to the Board. <br />Mr. McEntee commented that the owners of 21 Kim Path are selling the property and must upgrade the single <br />cesspool that is in groundwater to a Title V septic system. Several variances are requested. <br />The variance requests are: <br />1. A 5' variance, Soil Absorption System to property line (front), for a 5' setback. <br />2. A 9' variance, Soil Absorption System to crawl space wall, for an 11' setback. <br />3. A V variance, septic tank/pump chamber to crawl wall, for a 9' setback. <br />4. A 1' reduction to the required 5' separation between maximum seasonal high groundwater and bottom <br />of Soil Absorption System, for 4 feet of separation. <br />5. A variance to the requirement of a 12" separation between inlet and outlet pipes servicing the septic <br />tank/pump chamber and high groundwater. Inlet and outlet pipes shall be sealed to prevent leakage. <br />Glen Harrington requested that Mr. McEntee certify the construction of the concrete wall at 21 Kim Path. Mr. <br />McEntee commented that because the wall is in block sections, the polyliner will be continuous and <br />overlapping at the seams. <br />Kalliope Egloff made a motion that the Board of Health approve the request for a Title V and Local Board of <br />Health upgrade for 21 Kim Path as presented with the 5 variances requested and with the condition that the <br />engineer certifies the construction of the wall including elevations. Burton Kaplan seconded the motion. The <br />motion was unanimously approved. <br />7:25 PM — Peter McEntee, P.E., Engineering Works — Title V and BOH Variances -- 81 Lighthouse Lane. <br />Peter McEntee of Engineering Works, representing 81 Lighthouse Lane, introduced himself to the Board. <br />Mr. McEntee commented that the owner of 81 Lighthouse Lane, Catherine Hilton, is upgrading the septic <br />system as a result of a property transfer. The septic system currently has a failed leach pit, which is abutting <br />the coastal resource area. The owner and the buyers want to keep the well, but town water is available. The <br />existing well is 120 feet to the abutting property, and 106 feet to the proposed Soil Absorption System. <br />
