[Agenda topic 3] Boat Size Limitation MW Ponds <br />Discussion: Barbara received an email from Andrew Gottlieb noting that Mashpee officials had met with <br />Sandwich officials and were in agreement about reaching out to the State for a regulation limiting boat <br />length to 26 fit. If DFW sets the regulation, it would not be necessary to have Town meeting votes in both <br />towns. An article in the April 10t" Mashpee Enterprise summarized the meeting. Steve Mone wondered if <br />DFW might consider the regulation that the harbormaster "would be able to deem a boat too big for the <br />lake "without writing a specific length limitation. Waterways had concerns about measuring boat length. <br />Barbara noted that the boat registration listed the length. It was noted that the regulation, if passed could <br />not be effect before the summer of 2015. <br />Conclusions: The request to limit boat length on Mashpee & Wakeby has been sent to the State. <br />[Agenda topic 41 Lowell Holly <br />Discussion: Diane Lang mentioned the Lowell Holly beach would again be closed to motorized boats, and <br />Steve Mone will assist in setting additional swim markers. The rocky bottom area near the parking lot and <br />porta potty would be open to boats. Diane mentioned that she had received may positive comments about <br />the beach closure to boats from both lake residents and daily use people at Lowell Holly. The beach was <br />cleaner and there were less unruly people there. Members noted the lake was quieter last summer due to <br />this. There was concern about training the ramp attendants to notify people putting boats in about the <br />beach closure. Debi will email Mary in recreation to learn her 2015 plans for the management of the ramp <br />area and hours of coverage. Steve felt coverage from I 1 AM to 6 PM would be adequate. The ramp will <br />be closed when the parking lot is fiill. It is 4K to wait in line until someone leaves. <br />Conclusions: Lowell Holly beach will again be closed to motorized boats this summer. <br />[Agenda topic 51 Steve Mone, Harbormaster <br />Discussion: Steve mentioned the boat ramp had been damaged by boats power loading and wondered if <br />Waterways had funding to repair it from the moorings account. He felt a long armed excavator could <br />reach out and repair it fi•om the ramp. Steve said the ramp should also have the sand removed to prevent <br />vehicles slipping. Don will take the concern to the Waterways meeting in May. Steve said the <br />harbormaster account had some increased funding under the Police Dept. budget to be voted on at the <br />town meeting in May. He had just gotten permission to hire assistant harbormasters that could write <br />tickets and waterways assistants who would work with shellfish propagation. The pontoon boat that dealt <br />with moorings is out of commission. <br />Conclusions: The state boat ramp needs repairs. Don will speak to Waterways about this. <br />[Agenda topic 5] Cormorants on Jefferson Island <br />Discussion.: Barbara forwarded Paul McGrath's email with links of his concerns from the last meeting to <br />Drew McManus in Conservation, which he read and commented on. He said "it appears the bird's impacts <br />on vegetation under roosting and nesting sites is dramatic and should be monitored closely. Drew was not <br />aware that the islands were under Mashpee's jurisdiction (owned now by the Lipnoski trust). Drew would <br />need to find a funding source if it became an issue. Barbara showed a picture of Jefferson Island taken by <br />her daughter in law in 2013 showing many birds roosting there and also forwarded the picture to Drew. <br />I Conclusions: Conservation is now aware of the large number of cormorants on Wakeby Pond.
