3 <br /> Board of Selectmen <br /> Minutes <br /> March 30, 2015 <br /> APPOINTMENTS &HEARINGS: <br /> Joint Meeting with Mashpee TV Executive Board Members: (continued) <br /> John Fulone,president of the Mashpee Community Media Center expressed appreciation <br /> to the Board of Selectmen for scheduling a special session to devote to matters associated <br /> to Mashpee TV. Mr. Fulone indicated that since the Board's action to send a Notice of <br /> Non-Renewal, Mashpee TV has conducted several sub-set meetings and is prepared to <br /> negotiate a new contract with the Town and move forward with operations regarding the <br /> production and cablecasting of public, education and government access programming in <br /> the Town of Mashpee. <br /> After receiving a request from the Town Manager, Mr. Fulone presented two large <br /> binders of information some of which were noted to be previously provided,to the Board <br /> of Selectmen for additional review. Mashpee TV Board member Pat Brady indicated <br /> that although it was alleged that financial documents were not received, all reports and <br /> information regarding year-end financials have been provided. <br /> As per the Agreement, it was disclosed that of the 4.5%received from the gross annual <br /> revenues of Comcast, 3.5%is earmarked to the Mashpee Community Media Center, and <br /> the remaining 1%is transferred to the Town of Mashpee. Prior to the inception of <br /> Comcast funding contributions,the Town of Mashpee provided funding in the amount of <br /> $200,000 to subsidize equipment needs,and the building of the new facility. <br /> As several financial matters were debated and clarified, discussion followed with regards <br /> to insufficient governmental programming and the absence of communication. <br /> Representatives from Mashpee TV indicated that with appropriate direction and <br /> equipment upgrades,the Media Center would have the ability to provide full service <br /> programming, with three operating channels moving forward in a positive direction to <br /> professionally accommodate the needs of the Mashpee community. <br /> Motion made by Selectman Gottlieb to rescind the Notice of Non-Renewal of the <br /> Agreement between the Town and Mashpee Community Media Center,and move <br /> forward with negotiations to develop a new contract with Mashpee TV. <br /> Motion seconded by Selectman Richardson. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Taylor,yes Selectman Richardson,yes <br /> Selectman Sherman,yes Selectman Cahalane,yes <br /> Selectman Gottlieb,yes Opposed,none <br />
