Jeff Gregg will be working on having a draft text squared away in time for discussion at the March <br /> 19th meeting of the Sewer Commission. <br /> STATUS OF OTHER GHD TASKS: <br /> Regina Villa Associates: No report. <br /> VOUCHER SIGNATURES: <br /> No vouchers received. <br /> INTERMUNICIPAL ISSUES <br /> • Cape Cod Commission Cape-wide Wastewater 208 Plan <br /> Tom Fudala stated that the CCC 208 Plan is proceeding, and needs to be submitted at the end of <br /> June along with their designation of responsible entities for the watersheds on the Cape including <br /> the entire Waquoit Watershed and the Popponesset Watershed. Tom Fudala referred to the <br /> Settlement Agreement Summary hand out which states that by Sept. 15, 2015, EPA must approve <br /> a state-certified Section 208 Plan Update for Cape Cod, including the designation of waste <br /> management agencies (WMAs). <br /> FALMOUTH ISSUES <br /> Tom Fudala referred to the Feasibility Study prepared by Brian Howes, of Implementing Soft <br /> Solutions for Restoring the Quashnet/Moonakis River. UMass-Dartmouth SMaST has suggested <br /> the following elements of such a study. Field data collection should be focused on the entire <br /> Quashnet estuary but particularly the area upgradient of the Meadow Neck Road bridge crossing. <br /> Field tasks would include the following: <br /> 1. Tidal Nutrient Flux (input/output) <br /> 2. Benthic Nutrient Flux (input/output) <br /> 3. Confirmation of Flow and TN-load from Quashnet River(input) <br /> 4. Revise Fine-Scale Bathymetry <br /> 5. Deploy Four Temperature-depth Recorders (TDRs) <br /> Tom Fudala reported on a meeting with Andy Gottlieb, Rick York, Matt Patrick, Eric Turkington, and <br /> Win Monroe relative to beginning cooperative issues. One study recommended by Brian Howes <br /> was $180,000. <br /> OTHER ITEMS <br /> Water& Sewer District. Tom Fudala reported that there is no decision to date on management of <br /> the final plan, be it under Town management or the Water-Sewer District, Jeff Gregg asked <br /> whether/how to include comments about plan management in the final draft plan document. <br /> Tom Fudala stated that he had presented the Sewer Commission's 5-year Capital Improvement <br /> program to the Capital Improvement Committee on Tuesday, 2/03115 and had proposed for next <br /> year$680,000 of which $180,000 was for Feasibility Study and $500,000 for Professional Services. <br /> Description of the Feasibility Study may need some fleshing out. Tom Fudala is hopeful that the <br /> $180,000 for the Feasibility Study will be approved. <br /> BOS Agenda Item: Determination of Need for Community Advisory Committee to Sewer <br /> Commission <br /> Tom Fudala stated his great surprise at discovery that the BOS had placed this item on their <br /> January 26 meeting agenda. Mr.Fudala stated that the CAC is a critical element of our planning <br /> process with regard to our MEPA environmental impact report process with our adjacent towns and <br /> strongly requested that there be no action taken by the BOS which would eliminate the committee <br /> 2 <br />
