Projected Shellfish Excess Nitrogen Removal Rates Table
IX. Implementation Schedule
The implementation is envisioned in the following 3 categories:
-Short term Initiatives: 2015-2017
- Phase 1 Implementation (5 year) 2017-2021
- Long term Implementation &Adaptive Management: 2022-2041 and beyond. Plan
outlines five "major" phases over the planning period: implementation will likely be split into
much smaller phases based on design and construction schedules.
Tables: Estimated Phase 1 Capital Costs; Estimated Annual Cost for Supporting Shellfish;
Estimated Phase 1 O&M Costs; Estimated Phase 1 Total Present Worth Costs; Estimated
Project build-out Capital Costs at Build-out; Estimated Mashpee Build-out Total Present
Worth Costs; Estimated Project Build-out Total Present Worth Costs
X. Next Steps
Recommended Plan1EIR following submittal to MEPA this month:
- CCC DRI Review
Determine funding for additional studies/field work requested by regulators
-Appropriate funds for initial phase of work and studies
- Secure treatment and discharge locations
- Continue to coordinate with surrounding Towns
Continue shellfish aquaculture work
- Development of management structure
-Adaptive Management & Compliance monitoring
Vice Chairman Joe Lyons stated that the plan looks really good and he is very proud of it. Mr.
Lyons also mentioned that after reading the Annual Town Report, on page 143, Tom Fudala, in a
very conversational tone, very easy to understand, includes phrases and paragraphs that might well
fit into the Executive Summary Preamble of the Watershed Nitrogen Management Plan, rather than
being too hard to the facts. We are trying to communicate the complexity in a simple manner so
that people can appreciate not only the plan itself but understand the concept behind it. Tom
Fudala's representation in the Annual Report was extremely well done and I want to compliment
him on that. Joe Lyons will send a copy of Tom Fudala's comments in the Annual Town report to
Jeff Gregg for his incorporation of the remarks into the Executive Summary Preamble of the Plan.
Joe Lyons congratulated Jeff Gregg on a job well done.
Joe Lyons made a motion to approve the Final Plan with any necessary typographical or other non-
mechanical adjustments. Glenn Santos seconded the motion. Tom Fudala called for a vote on the
motion for approval of the plan he has been working on for the last 15 years: Roll Call Vote: Glenn
Santos, yes; Joe Lyons, yes; Tom Fudala, yes. The motion was approved by a vote of (3-0-2) with
Mark Gurnee and Tom Burns absent.
2
