Glenn Santos made a motion to authorize submission of the Plan approved by the Sewer <br /> Commission to the approval process it must now go through. Joe Lyons seconded the motion. <br /> Roll Call Vote: Glenn Santos, yes; Joe Lyons, yes; Tom Fudala, yes. The motion was approved <br /> by a vote of(3-0-2), with Tom Burns and Mark Gurnee absent. <br /> STATUS OF OTHER GHD TASKS: <br /> • Regina Villa Associates Public Outreach Work <br /> Tom Fudala stated that the kiosk needs to be updated; Jeff Gregg will put together some changes. <br /> There are budget concerns as to printing costs; Jeff Gregg asked about how many copies should <br /> be produced. The subject will be discussed at a future meeting. Jeff Gregg stated that there needs <br /> to be a transition from running the web page by GHD to the Town. Tom Fudala stated that this will <br /> need to wait until after the May 16th voting to determine who is doing what. <br /> VOUCHERS <br /> Glenn Santos made a motion that the voucher for$3,419 from GHD be approved for payment. <br /> Joe Lyons seconded the motion. The motion was approved by a vote of(3-0-2) with Tom Burns and Mark Gurnee absent. <br /> INTERMUNICIPAL ISSUES <br /> • Cape Cod Commission Cape-wide Wastewater 208 Plan <br /> Tom Fudala reported on a 4-hour meeting this morning with discussion on the issue of municipal <br /> cooperation among neighboring towns. Tom Fudala asked Jeff Gregg about any conversations he <br /> had with Brian Howes about how it came about that we are dealing with a Childs River watershed <br /> that overlaps the Moonakis Quashnet Watershed? Jeff Gregg stated that the watershed <br /> delineation is correct; but it is misleading. The next CCC meeting in June will designate Waste <br /> Treatment Management Agencies. <br /> FALMOUTH ISSUES: Win Munro introduced himself to the meeting, stating that he was <br /> representing Matt Patrick who could not be present tonight. Mr. Munro stated that there was <br /> nothing of note to report on the Moonakis River study. Their next meeting is scheduled for <br /> Thursday, May 21, 2015. Tom Fudala stated that the entire town of Mashpee is included in the plan <br /> along with all of the portions of Sandwich that are in the Popponesset or East Waquoit Bay <br /> watersheds. <br /> OTHER ITEMS <br /> • Water and Sewer District. <br /> Tom Fudala encouraged everyone to vote YES on Question 8 on May 16th. Mr. Fudala has argued <br /> that the water district is staffed and primed, more so than the Town, to take on the infrastructure <br /> projects. The Sewer Commission has been working on the project for the past 15 years and the <br /> Water & Sewer District would be the appropriate vehicle to take on the implementation of Plan A. <br /> Joe Lyons stated that the town has absolutely no facility to lay pipes to competitive bidding in the <br /> construction phase and the other things that have to be implemented professionally to get any <br /> infrastructure off the ground. There has been some discussion with myself and 3 Board of <br /> Selectmen that they were in a state of confusion when they decided to say don't vote for Question 8 <br /> because someone had ramrodded something through that they didn't truly understand. I think it is <br /> an open issue. <br /> Joe Lyons made a motion that the Sewer Commission support the concept of the Water & Sewer <br /> District being implemented as the hard structure required in our plan, with a letter addressed to the <br /> Board of Selectmen stating the position of the Sewer Commission.
