5 f <br /> October Town Meeting Articles — Motion to recommend approval of <br /> Articles 2, 3, 4, 5 and 6 made by Holmes and seconded by Marques. These <br /> articles relate to implementation of the Mashpee Comprehensive Wastewater <br /> Nitrogen Management Plan (CWNMP) including shellfish. Vote: Unanimous in <br /> favor. <br /> Great River Ramp reconstruction —The Town Manager held a meeting to <br /> consider changing the design of the Great River Boat Ramp reconstruction <br /> project for a double wide ramp. The present single wide ramp has not been <br /> replaced yet. The Shellfish Commission requested a double wide ramp before <br /> for the current plan, but it was designed as a single. There is room for the double <br /> width and it is needed to accommodate increasing boating and planned <br /> increases in shellfishing after the shellfish component of the CWNMP is <br /> implemented. There would not be enough time to harvest the number of <br /> quahogs required to restore water quality as specified in the CWNMP because of <br /> delays launching and hauling-out skiffs to rake from on a single ramp along with <br /> recreational boaters. The Harbormaster and Waterways Commission have also <br /> requested a double wide ramp. It appears to be a viable option is more funding <br /> is appropriated. DPW Director Catherine Laurent is working on cost estimates <br /> for redesign, permitting and construction. The request for more parking was <br /> postponed because of costs of paving additional area. The DPW Director <br /> wanted pavement, not just clearing of trees for a dirt parking lot. Motion to <br /> recommend double wide ramp at the Great River Boat ramp made by York and <br /> seconded by Holmes. Vote: Unanimous in favor. <br /> Scallop season — Opens October 1 and continues through March 31, <br /> 2016. <br /> Waquoit Bay Management Shellfishing Closure Nov. 15 through April 30 — <br /> A management shellfishing closure in Waquoit Bay from November 15, 2015 <br /> through April 30, 2016 for all shellfish except scallops was proposed by the <br /> Shellfish Constable to protect quahog and soft-shell clam seed during cold <br /> months when the seed would not be able to dig back in after being raked up. <br /> This would be for Waquoit Bay proper only, not the rivers and salt ponds. <br /> Falmouth has this management closure on their side of the bay every year at <br /> these times, We did this once before a few years ago to protect large numbers <br /> of quahog seed that year. The proposal was take under advisement by the <br /> Commission. <br /> Falmouth Proposal to limit family shellfishing to < 7 days/week. If adopted <br /> the limits on family shellfishing would only apply to the Falmouth side of Waquoit <br /> Bay. Falmouth family shellfish permit holders would not be able to shellfish on <br /> the Mashpee side of the Bay at times when family shellfish was not allowed on <br /> the Falmouth side because of the reciprocity agreement sharing the whole bay <br /> for shellfishing. <br /> 8:50 PM — Motion to adjourn made by Marques and seconded by Holmes.
