Scott Peterson---Covanta; Sharon <br /> Rooney—Cape Cod Commission <br /> Absent: John Elliott <br /> CALL TO ORDER <br /> The meeting was opened by Chairman Laurent at 8:49 a.m. with a quorum. <br /> NEW BUSINESS <br /> Approve Minutes of January 14, 2015 Meeting <br /> MOTION: Mr. Tilton made a motion to approve the January meeting minutes. Mr. <br /> Barrett seconded the motion. All voted unanimously. <br /> Discussion of the Air Force Consent for the use of the UCRTS Property <br /> Colonel LeFaver referenced a request he received last summer to park MBTA trains at the site, <br /> as he believed that it was on their land. Colonel LeFaver reported that property held by the <br /> 102nd'because it no longer had a need for the land or buildings, had been included in a <br /> Declaration of Excess initiated in October, and the UCRTS site was included. The land would <br /> be turned over the National Guard but, if not interested, would then be offered to the DOD, then <br /> a Federal Agency, and final the GSA would seek new ownership or turn it over to Massachusetts. <br /> Until the land was transferred, the 102"d must still be involved with any changes of use of the <br /> land. Colonel LeFaver summarized two agreements with the Board of Managers to include a <br /> Utility Sales Agreement and a Consent to Use. The Consent to Use specifies a waste/refuse <br /> center use by the UCRTS and operational control of the 18 acres. There was no expiration date, <br /> but the consent was valid until the towns decided to leave the UCRTS, requiring the site's return <br /> to a satisfactory condition. Should there be a transfer of ownership, the UCRTS would need to <br /> draft a new agreement with the new owner of the land, In the meantime, should the use of the <br /> UCRTS change, Colonel LeFaver requested that he be informed and that a new agreement would <br /> be necessary. Colonel Doonan added that, with the renaming of Joint Base Cape Cod, a <br /> requirement was added that any excessed lands returned to the Commonwealth, would be <br /> managed by MassDevelopment. Colonel Doonan also noted that the excessing process was <br /> typically very slow, ranging from 9 months to 2 or 3 years. No military command on base has <br /> expressed interest in the site. Colonel Doonan stated that interest has been expressed in keeping <br /> 1 <br />
