Both colonels expressed some concern regarding any possible contamination at <br /> the site, including underground storage. <br /> Chairman Laurent inquired whether interest had been expressed to them regarding use of the site. <br /> Colonel LeFaver indicated that MassDevelopment had expressed interest and Colonel Doonan <br /> added that MassCoastal had expressed interest in the location using the rail head to unload <br /> lumber, but not the building. Mr. Tilton inquired whether there was any use not allowed at the <br /> site and Colonel Doonan responded that any use could not have an environmental impact. <br /> Mr. Segura inquired whether Mr. Jack had an update regarding the underground storage. Mr. <br /> Jack stated that the UST4 fuel had been scheduled to be decommissioned, including the pipe <br /> capped, pump removed and tank drained and will be certified as a decommissioned tank. The <br /> integrity of the tank had been checked and would remain at the site as a benefit for future use. <br /> Colonel Doonan expressed interest in having their Environmental Officer follow up with Mr. <br /> Jack regarding the tank Colonel LeFaver inquired whether there was an issue with the rail cars <br /> and the Chair responded that the Board of Managers had no idea where they had come from. <br /> Colonel Doonan noted that a cooperative agreement had recently been signed with the <br /> Commonwealth that MassDOT would be repairing the rail lines from the Base to the Federal <br /> line. Colonel LeFaver offered to have the rail cars removed and the Chair responded that it <br /> would not be necessary while the UCRTS was not operational. Regarding the finalization of the <br /> surplus property declaration, Mr. Jack noted that formulating a new consent agreement could be <br /> challenging due to the many layers. Colonel Doonan stated that any updates regarding the <br /> process would be shared with the Board of Managers. The Chair inquired whether new owners <br /> would be notified of the existence of the current consent with the upper Cape towns. Mr. Segura <br /> suggested that, when the property was excessed, the agreement should be dissolved prior to <br /> collaborating with the new owners of the property. Colonel Doonan stated that <br /> MassDevelopment, who was not in a rush to make changes, was aware of the agreement. <br /> W. Goddard referenced a possible alternative use of the site, but inquired if there were new <br /> owners considering the site, whether they would be notified of the assets already at the site and <br /> how the UCRTS could maintain their interest in the site. The Colonels emphasized that no <br /> interest had been expressed other than by the State. Mr. Goddard pointed out that the Board of <br /> Managers was considering investing in a feasibility study for the site. Mr. Segura stated that <br /> neither the Coast Guard nor the Army had any interest in the site, but noted that the Board would <br /> be at the whim of whoever took over the property. Colonel Doonan suggested discussing any <br /> concerns with Carter Hunt at MassDevelopment if the Board planned to pursue a feasibility <br /> sturdy. <br /> Update on the,Status of the Feasibility Study <br /> Sharon Rooney of the Cape Cod Commission reported that the study was not funded by the OEA <br /> so they considered a grant funded by the Commonwealth for local technical assistance as a <br /> source. Funding had been reduced down to $90,000 from $160,000, and over $250,000 requests <br /> from the towns have been received. Ms. Rooney reported that the Cape Cod Commission could <br /> fund $1.9,000 from the DLTA grant for the feasibility study. The Chair inquired about the grant <br /> 2 <br />
