Mr. Scipione thanked all <br /> parties for their assistance in gathering data for the feasibility study, noting that the meetings they <br /> attended had been very productive. Mr. Scipione also reported that RKG had been conducting market <br /> research options. <br /> Mr. Richards confirmed that all parties felt that future use of the facility for solid waste remained as an <br /> option, particularly as waste contracts would need to be renegotiated in the future. There was <br /> consensus to maintain the railhead at the facility. The.Air Force Engineering Center has filed <br /> paperwork to clear the consent order for the parcel relative to coal storage and grenade training that <br /> occurred in the area. Aerial maps of the parcel were distributed to the Managers and Mr. Hunt <br /> explained that there was anecdotal information regarding grenade training that occurred on the <br /> northern side of property. Mr. Richards reported that excavation of the area had not yet revealed any <br /> evidence. <br /> In meeting with the DEP, Mr. Richards stated that it was their belief that site assignment of State <br /> owned land should occur through the State and not the local Board of Health. However, site <br /> assignment was received by Sandwich through the permitting process, as determined by DEQE legal <br /> counsel. Weston& Sampson will follow up with DEP for further clarification. There was discussion <br /> regarding the process should the facility be required to go back through site assignment. <br /> Mr. Richards reported that the Air Force National Guard expressed concern about potential conflict of <br /> interest should a private entity be operating on federally leased land. Mr. Richards added that there <br /> would be some risk to developers since the land was being excessed from the Federal government. <br /> Mr. Richards inquired of the Sandwich Town Planner regarding government zoned land who <br /> confirmed there should be no limitations to the land as long as it was publicly owned. Mr. Hunt was <br /> unsure if the statement was accurate, but noted that MassDevelopment would require Sandwich <br /> 1 <br />
