Mr. Richards stated that the Air National Guard expressed concern about bulk storage of fuel <br /> or any other hazardous materials, which would require vetting if being considered for a future use. Mr. <br /> Richards also indicated the possibility of further discussion with Bourne regarding a possible extension <br /> for a compatible and shared use. Mr. Scipione noted that the most likely uses appeared to be recycling <br /> or C&D with Bourne, adding that it would maintain the facility as a public entity and would maintain <br /> the railhead. Mr. Richards added that MassCoastal had expressed interest in the site to use for C&D <br /> transport or bulk storage of materials. Cavossa has also expressed interest as a private entity for C&D <br /> transport. Other private entities have inquired about wastewater treatment sludge or transfer facility <br /> and composting, which appears not to be compatible with the surrounding area. Renewable energy, <br /> such as solar, has also been proposed as a viable use, but did not share the same interest as the Board. <br /> Mr, Tilton inquired about the reasons that some uses had been determined incompatible and Mr. <br /> Richards responded that odors would result from septage and composting, making it less viable and <br /> less economically beneficial. Mr. Scipione added that there currently was not a great need on Cape for <br /> these services. RKG had also identified use of the site for rail commuter parking. <br /> Mr. Richards suggested further discussion with Bourne to identify a common interest to operate the <br /> facility, such as a processing and transferring of recyclables or C&D operation. Further information <br /> was needed regarding trucking, but it was felt that it should not require additional actions from the <br /> Town Planner as it was believed that it was allowed under the current permit. Chairman Laurent <br /> inquired about the site's distance from Bourne and whether volume was available. Mr. Scipione stated <br /> that there had been discussion with Mr. Barrett about how the operation would shift and noted that if it <br /> would not work, an RFP could be released for commercial use. Ms. Daley reported that a county <br /> consortium could be developed for MRF (material recovery facility), something that had been <br /> discussed previously. Mr. Goddard reported that more MRFs were going single stream, which was <br /> labor intensive. Mr. Goddard suggested that the real growth would come from commercial customers. <br /> Mr. Tilton inquired whether rail haul recycling off Cape was an option and Mr. Richards responded <br /> that it had not yet been looked at. Mr. Goddard stated that it would be difficult to compete with several <br /> facilities located within 25 miles of the Cape. Mr. Goddard indicated that he would discuss the matter <br /> further with Mr. Barrett. The Chair expressed concern that it sounded similar to how they were <br /> operating earlier, at a loss, except with recyclables. The Chair suggested looking at food waste, with <br /> possible off site composting. Mr. Scipione reported that Plymouth would be adding a digester. <br /> Mr. Tilton felt that it was a good start and wanted to ensure that reuse would benefit all. W. Goddard <br /> stated that detailed information regarding local zoning and legal opinions would need to be <br /> incorporated into a commercial RFP. Mr. Daley agreed that more information should be gathered <br /> regarding uses involving odors as the site had been previously identified as appropriate for uses that <br /> may generate odors. The consultants will look into it further. Chairman Laurent agreed and suggested <br /> looking at sludge as a possible longer term need, possibly identifying a short term use and longer term <br /> use. Mr. Tilton agreed with the concept of a short term contract. Ms. Rooney suggested the possibility <br /> of utilizing solar as a means to support other uses and offset costs. Ms. Rooney suggested that use for <br /> commuter rail may not be reasonable as a previous working group had determined that the Base would <br /> not be a viable option for the site. The information could be found on the Cape Cod Commission's <br /> website under Mass Military Reservation. Mr. Goddard referenced the possibility of a de-packaging <br /> process for the purposes of digestion in order to support food waste diversion. Mr. Hunt referenced <br /> composting and sludge as a use and how it could negatively impact future economic development of <br /> the site making it unemployable due to the smell.
