Mr. Barrett <br /> seconded the motion. All voted unanimously. <br /> Progress Report from Weston & Sampson on Re-Use Feasibility Study <br /> Mr. Richards announced that he and Mr. Scipione would be presenting their status of the project, <br /> including recommendations that have been developed. Mr. Scipione stated that they had been <br /> reviewing the many documents associated with the UCRTS. Mr. Scipione referenced the DMA and its <br /> latest draft, expiring June 30, 2018. The Chair confirmed that the IMA was now approved and signed <br /> by all participating towns. The Consent Order is the agreement between the ANG and the towns to <br /> construct and maintain the facility on the leased land. The document maintains that use of the facility <br /> could in no way conflict with any use by the government and the agreement could be terminated by <br /> vacancy or two years of non-use. There appeared to be no agreement between the towns and the <br /> Commonwealth. Mr. Scipione noted that the agreement with MassCoastal had expired when the <br /> contract with SEMASS expired. The Site Assignment was issued by the Sandwich Board of Health in <br /> 1988, allowing the site to operate as a solid waste facility. The DEP has stated that they would review <br /> the site assignment if there was a permit renewal to confirm validity. The ATO was issued by the DEP <br /> to operate the transfer station. Mr. Richards indicated that the site assignment received provided a <br /> broad use but that DEP would review it closely, including tonnage figures. <br /> Mr. Scipione noted that the structure was old, but suitable, and likely would require upgrades for a new <br /> use. Mr. Scipione reported that the front end loader was worth $25,000 but that the scale and generator <br /> were worth nothing. The rail line would also require maintenance. <br /> Mr. Scipione noted that security would be important at the Base, who requested that any future use be <br /> compatible with the military. The future ownership of the property was unknown. The ANG leased <br /> 1 <br />
