t <br /> the property from the Commonwealth but is in the process of divesting themselves from it. The Army <br /> National Guard has expressed interest in taking over the land. Mr. Richards suggested that it was not a <br /> large issue but one that should be considered. Mr. Scipione added that the site's previous use as a coal <br /> yard and for grenade training was being assessed and was expected to be resolved by the end of the <br /> year. <br /> Regarding market demand, a map was shared depicting where waste was going. Mr. Scipione <br /> indicated that there was little interest in using the facility for MSW, adding that Cape Cod waste was <br /> tied up for the next 10 years. There was also little interest in a recycling operation. Organics, <br /> including leaf and yard waste, food waste and sludge offered some interest, but would likely increase <br /> capital costs. There was a lot of interest expressed in C&D. A list of 13 potential uses was developed, <br /> including future solid waste transfer station, C&D, compost and salt storage. Weighted criteria was <br /> developed in order to identify the best use, and based on market demand, compatibility and capital <br /> improvement costs. The criteria was then utilized to scoring in a range of 1-5. <br /> 65-Solid Waste <br /> 91-C&D <br /> 79-Renewable Energy Facility <br /> 73-Salt Storage <br /> 71-Outdoor Compost Facility <br /> Based on their assessment, Mr. Scipione reported that the site offered a long term benefit as a transfer <br /> station and should be maintained as such, but also C&D offered a viable option for a public/private <br /> use. There was some viability for the site to be used for organic or sewer sludge composting. Mr. <br /> Scipione suggested that cooperation with Bourne was recommended or an RFP released. Bourne <br /> offered the best option because they were already a member of the Board and on the consent agreement <br /> and a third party could create greater challenges. Mr. Cavossa inquired about a private operation <br /> running a facility and Mr. Scipione responded that legal reviews would be needed and could <br /> potentially limit the opportunities, but Weston Sampson had no additional information. Mr. Richards <br /> added that it was not yet known whether subletting would be an option. Chairman Laurent stated that <br /> Bourne had experience working with C&D. Mr. Jack stated that he felt the Board would continue to <br /> manage the facility whether it was private or publicly operated and suggested that it would not be in <br /> conflict with any plans held by MassDevelopment and the intent of identifying a new use was to <br /> benefit the communities. Mr. Cavossa expressed concern about Bourne limiting C&D competition if <br /> they managed two locations. The Chair responded that the UCRTS would control the facility so that <br /> the towns and residents would benefit. Mr. Barrett responded to Mr. Cavossa's concerns adding his <br /> preference that the facility continue to operate as it was. Mr. Barrett also talked about residuals being <br /> transported by rail, but noted that there was not a large profit margin. <br /> Mr. Tilton inquired about the possibility of compatible shared uses that would meet the seasonal needs <br /> of towns, such as part of the year collecting C&D and part of the year utilizing it for salt storage. Mr. <br /> Richards responded that there were compatible uses, such as renewable energy, salt storage and a small <br /> organic system. <br /> Mr. Scipione pointed out that the site served as the only CDL Training area for the State Police, with a <br /> hope to expand its area. Bob Rowland of the Registry of Motor Vehicles responded that they were not <br /> seeking to expand beyond the existing footprint and noted that other CDL Training sites were closing <br /> 2 <br />
