j. <br /> MASHPEE WATERWAYS COMMISSION <br /> MINUTES OF THE November 10th, 2015 MEETING <br /> Chairman Ken Bates called the meeting to order at 9:03 AM at the Mashpee Town Hall <br /> in the Popponesset Meeting Room <br /> Present: Don Barton, Ken Bates, Andrew Gottlieb, Stanton Healy, Don MacDonald, Bill <br /> Taylor, Al Wickel, Rick York and Town Administer Rodney Collins <br /> Absent: Tim Leedham <br /> Minutes of the October 20, 2015 Meeting: Motion made by Stan Healy to approve <br /> minutes, 2nd by Bill Taylor, and unanimously approved. <br /> Communications & Correspondence: Next calendar year meeting room request form <br /> and addendum from Cape Cod Commission for Mashpee Town waste water treatment <br /> plan <br /> Harbormaster Report: Rodney Collins anticipates the new full time Harbor Master <br /> position under DNR should be in place by May, 2016. He also mentioned that the desire <br /> for the Harbor Master to work closely with Conservation would enhance both <br /> departments based on time of year and position requirements associated with seasonal <br /> changes. A location for the Harbor Master and Shellfish Warden are being discussed. <br /> Ken Bates said he would provide changes and recommendations for review to the most <br /> recent Harbor Master job description within a week of this meeting. When asked about <br /> the timing of the Harbor Master position being in place, Rodney responded that we <br /> would absolutely have the Harbor Master working in his duties by the start of next <br /> summer with a presence on Mashpee Wakeby Lake, Waquoit Bay and Popponesset <br /> Bay. <br /> Shellfish Constable Report: Rick reported the scallop season was under way with <br /> over 200 bushels taken, which is the best recorded since the 90s. He once again <br /> emphasized that this has been a very good growth year for all shellfish. He also noted <br /> that more then 60 people showed up for opening day of the oyster harvest season. Rick <br /> York informed us that the Safe Boat was located in Little River and another boat was <br /> available for Popponesset Bay response when needed. Don MacDonald mentioned the <br /> news about : ''Tribal grant being awarded by the EPA for oyster reef development. <br /> Rick mentioned it was more good news in the battle against the nitrogen issue in our <br /> waters. <br /> Don MacDonald also made a motion that was second by Stan Healy and unanimously <br /> approved to show support for the Town's efforts to improve the Great River boat ramp <br />
