Board of Managers <br /> Upper Cape Regional Transfer Station <br /> Meeting Minutes <br /> January 13, 2016 at 1:00 p.m. <br /> Mashpee Town Hall <br /> Mashpee: Catherine Laurent, Chairman <br /> Falmouth: Ray Jack <br /> Sandwich: Paul Tilton <br /> Bourne: Dan Barrett, Phil Goddard (alt.) <br /> Otis: Chris Segura <br /> Present: Chairman Catherine Laurent, Paul Tilton, Ray Jack, Chris Segura, Phil Goddard <br /> Also Present: Mike Scipione, Mike Richards—Weston& Sampson; Sharon Rooney—Cape <br /> Cod Commission; Carl Cavossa, Gregg Crowley—Cavossa Disposal Corporation <br /> Absent: Dan Barrett <br /> CALL, TO ORDER <br /> The meeting was opened by Chairman Laurent at 1:25 p.m. with a quorum. <br /> NEW BUSINESS <br /> Approve Minutes of October 2015 Meeting <br /> MOTION: Mr. Tilton made a motion to approve the meeting minutes of October 2015. <br /> Mr. Jack seconded the motion. All voted unanimously. <br /> Final Report from Weston & Sampson on Feasibility Study <br /> Chairman Laurent announced that Colonel Doonan and Mr. Hunt had last minute commitments <br /> preventing them from attending today's meeting. <br /> Mr. Scipione indicated that information presented today would be similar to the last meeting. <br /> Regarding project objectives, Mr. Scipione reported that their goal was to identify a cost feasible <br /> option to maintain the UCRTS as is or to identify a reuse for the facility. In an effort to identify <br /> potential uses for the facility, Mr. Scipione found talking to each town, AFNG, Cape Cod <br /> Commission, private industry and outside consultants as the most useful research. Thirteen <br /> potential uses were identified. The most beneficial uses for the Board of Managers were <br /> identified by utilizing ranking criteria, such as market demand, capital improvements, usage <br /> compatibility and compatibility with permits and agreements, creating a matrix. In the short <br /> term, Weston& Sampson found that C&D offered the most advantageous use of the site. Long <br /> term the site would be best used as a solid waste facility, in coexistence with another use such as <br /> CDL testing, salt storage or renewable energy. Mr. Scipione opened up the presentation to <br /> questions. <br /> The Chair shared Mr. Hunt's questions. Mr. Hunt recommended a correction in the first <br /> sentence of 2-3, "may be under MassDevelopment." Additionally, figure 2 showed a railroad <br /> track that no longer existed, northeast of Gunther Road. <br /> 1 <br /> A <br />
