W. Tilton referenced page 3-2 regarding a MassDQT project on hold and Mr. Scipione <br /> responded that it was unclear information provided by the rail. Mr. Tilton also inquired about <br /> renewable energy options at the site. Mr. Scipione responded that the matrix was a tool, <br /> focusing on market demand, adding that there was a huge demand for renewable energy, but that <br /> there were some limitations at the site due to the need for capital improvements. In addition, <br /> ownership of the land was not yet determined and would make it a less desirable option for <br /> energy development teams. Mr. Tilton inquired about RKG's reference to the Board's <br /> relinquishment of control to a private entity in Appendix F on page 4 and Mr. Scipione <br /> responded that he believed that it referenced relinquishing operational control of the property if it <br /> was purchased, and a new agreement drafted. Mr. Goddard emphasized that it would need to be <br /> clear that it was relinquishing operational control. Mr. Richards reiterated that the Board would <br /> be the owner of the land lease. Mr. Tilton referenced salt storage and stated that the Sandwich <br /> Town Planner needed look further into the zoning of the site and whether it was in the water <br /> resource area. Mr. Jack questioned the inset image of Figure 2 and the legend regarding Zone 2 <br /> delineations and recommended that it be shown on the map. Mr, Jack also expressed concern <br /> about whose water protection areas would be impacted. Mr. Scipione responded that the UCRTS <br /> site was surrounded by water resource overlay and was a Sandwich water resource protected <br /> area. He further explained that Zone 2 was depicted in a separate map, but that the lines were <br /> similar between the two. Mr. Tilton confirmed that he would be verifying the information. <br /> Chairman Laurent inquired whether salt storage was allowed in the water resource overlay <br /> district and Mr. Tilton responded that he believed transferring on the same day would be ok but it <br /> could not be stored in the district. Mr. Segura referenced the inset in Figure 2, noting that the <br /> property map showing the consent to UCRTS, showed a portion of the property in the area in <br /> question. Mr. Scipione confirmed that the property line was not defined, but would be added. <br /> Mr. Richards confirmed that the figure would be updated to provide better clarification. There <br /> was further discussion regarding the zones and it was agreed by all Managers that the maps <br /> needed to be merged to provide better clarity. Mr. Tilton's final comment was that Figure 3 <br /> depicted the UCRTS in the wrong location. <br /> Mr. Jack referenced page 2-1, Item#7 stating that text should be corrected to read MassCoastal <br /> Railroad. Additionally, the diagram on page 2-3 had no legend or reference. Mr. Scipione <br /> responded that he would investigate it further. At the bottom of page 3-1, Mr. Jack inquired <br /> about the statement of what was working and recommended usage of the word operational. Mr. <br /> Scipione responded with the example of the scale which was operational but was deteriorating <br /> and past its useful life. There was some discussion regarding use of the site as a commuter rail <br /> and Ms. Rooney added that there had been a study regarding Steamship Authority usage for <br /> remote parking, but that it was not viable. <br /> Ms. Rooney inquired about the appraisal, noting that there was no reference to the building or <br /> site improvements. Mr. Scipione responded that the official appraisal would require knowing the <br /> use of the facility. Mr. Jack pointed out that there was no land ownership so the building would <br /> need to be demolished, and equipment could be removed. Ms. Rooney reported that the final <br /> report was needed in order to meet the deadline for the DLTA grant. Mr. Jack referenced the <br /> consent agreement that could be null after 9 years and that the underground fuel tank could be <br /> mothballed for 2 years, when the State would require removal, Mr. Segura announced that <br /> Colonel Doonan would likely be named the future Wing Commander. <br /> 2 <br />
