Mr. <br /> Segura referenced efforts to reduce traffic by utilizing the tail, stating that Recycling Solutions <br /> did not offer clarity about the way in which they will move materials from the site, and whether <br /> they could increase traffic. Ms. Rooney added that traffic could trigger a review. Mr. Goddard <br /> indicated that more information was needed regarding their plans to import waste to the Cape to <br /> p p <br /> ship to Ohio. It was noted that Cavossa was focused on addressing local waste. W. Goddard <br /> stated that the Board needed to hear the realistic plan, particularly waste during the off season. <br /> Mr. Tilton stated that all proposals referenced the rail but that there was no commitment to <br /> improving the rail, so proposers needed to offer options. Ms. Rooney stated that the traffic <br /> threshold was broad and involved traffic to and from Barnstable County} adding that the number <br /> and type of trips could trigger a review. Ir. Mr. Hunt agreed everyone would be better off if the rail was utilized, Chairman Laurent <br /> stated that the rail would avoid congestion at the bridge, but there would still be local traffic to <br /> the site. <br /> Mr. Goddard inquired whether salt would be an acceptable use to the Base and Mr. Hunt <br /> responded that environmental studies would be needed. Mr. Scipione <br /> stated that the RFP sought to preserve the rail line noting that the rail provided more value to the <br /> .T , though improvements were needed. Mr. Hunt stated that Mass DoT wished to take <br /> over the rail line from North Falmouth into the Base. There was discussion regarding <br /> improvements to the rail. Mr. Jack pointed out the importance of preserving the site and the rail <br /> for possible future use of the site by the municipalities, Mr. Goddard inquired whether the <br /> military had a vested interest in the rail to which Mr. Hunt responded that they did, in case of <br /> military mobilization, though they did not need the site of the UCRTS. Mr. Hunt added that <br /> businesses using the rail would be an attractive option, <br /> The Chair inquired about how to identify long term viability of the different proposals, to which <br /> Mr. Scipione stated that a clear understanding of the proposal was needed and, before signing a <br /> contract, a business plan world need to be submitted, Mr. Hunt inquired about the Board <br /> approving each contractor using the site and Mr. Scipione responded that typically there would <br /> be restrictions to the size of vehicle or tonnage to the site in an effort to minimize traffic and <br /> control the site. <br /> The Chair 'Inquired whether all three proposers should have the same questions, and there was <br /> agreement that proposers could state not applicable if needed. <br /> 2 <br />
