Dual Pay Ontion Discussion <br /> There was a lengthy discussion on the need to inform and educate residents as to services <br /> available at the Transfer Station; costs of waste management; and benefits of recycling insofar as <br /> costs and environment. Highlights of the discussion included the following: <br /> • Richard Elrick said that even with education people have to be motivated to recycle. <br /> • Glenn Santos said Town employees should work at the Transfer Station since that makes <br /> it easier to hold people accountable. Joyce said budget proposal was presented to Board <br /> of Selectmen for both Town vs.contractor,but Board felt at that time that contractor was <br /> the choice, <br /> • Tom O'Hara would like to see Transfer Station run as an enterprise system...perhaps <br /> raise costs for some of the services to support the Transfer Station, <br /> • Glenn Santos said it would be interesting to see how many trash bags people bring to the <br /> Transfer Station. <br /> • Andrew McKelvey suggested stopping unlimited dumping—that is, limit number of bags <br /> per visit. <br /> • Catherine Laurent said trash is double the cost of recycling. Richard Elrick said New <br /> Bedford takes all their recyclables for no cost. <br /> Richard Elrick said he hoped this Committee would go to the ballot, but have informed electorate. <br /> He said he is very disappointed Committee hasn't explored PAYT. He said we should listen to <br /> what other communities do. <br /> Joyce said she agrees with Richard; she said look at all systems and have public forums. <br /> Andrew McKelvey said it would be nice to understand the proposals and how it affects people. <br /> Richard said Wayne BevAcqua's dual system proposal could allow for a more equitable result for <br /> people who recycle...How do we increase recycling;how do we make the system work? Richard <br /> said don't be afraid to look at all issues,whether dual pay or PAYT. <br /> Glenn Santos noted that whether dual pay or PAYT there will be up-front costs, including <br /> manpower to monitor PAYT. Once you get going for 2-3 years, then you can cut back on <br /> monitoring. <br /> Conducting a Surya <br /> • Richard offered to provide Catherine with some questions to include in the survey. He <br /> said Barnstable did mail-in and on-line survey that was limited to sticker holders. <br /> Barnstable population is 45,000. <br /> • Joyce suggested considering mailing survey to sticker holders and also do Survey <br /> Monkey on-line for all residents—sticker holders and non-sticker holders. <br /> • Torn Murphy suggested making the survey available for a specified timeframe—perhaps <br /> a 3-month span. <br /> • Andrew McKelvey asked whether people would include their name and address on the <br /> survey—Joyce explained that would be optional. <br /> The Committee agreed to do on-line Survey Monkey;and Joyce will check on mailing list of <br /> Transfer station sticker holders. <br /> 2 <br />
